    Job Description:

    Purpose of the Position:

    Lead and strategically develop the Policy Innovation Lab as an integral part of JSPPL and the Iqbal Executive Development Centre (IEDC), driving evidence-based, indigenous research and innovativen policymaking solutions. Ensure the lab’s output directly supports executive education, governance reforms, and public sector leadership capacity building, leveraging data analytics, AI, and simulation technologies specifically tailored to Pakistan’s political and socio-economic contexts.

    Qualification & Experience:

    • PhD in Public Policy, Data Science, Innovation Studies, or related interdisciplinary field.
    • At least 8 years of progressive leadership experience in policy research, applied data analytics, or public sector innovation.
    • Proven record of publications on policy innovation, data analytics, or AI in governance.
    • Strong grasp of AI, machine learning, data governance, predictive modelling, and their applications in public policy.
    • Demonstrated expertise in managing complex research and innovation projects, including grant acquisition and stakeholder management.
    • Experience in executive education or training, especially linking research outputs to capacity building in governance and leadership.

    Key Responsibilities:

    Strategic Leadership & Management:

    • Define and implement a visionary strategy for the Policy Innovation Lab aligned with JSPPL and IEDC’s overall mission and NUST’s Research and Innovation policies.
    • Lead and coordinate the lab’s four core pillars: Artificial Intelligence, Data Analytics and Predictive Modelling, Case Study Development, and Simulations/Publications.
    • Foster a culture of innovation and applied research that addresses Pakistan’s public policy challenges via cutting-edge technology and rigorous analysis.
    • Build and lead a multidisciplinary team of researchers, data scientists, policy analysts, and simulation experts.

    Applied Policy Research and Innovation:

    • Design and oversee projects focused on policy innovation using real-world data, AI, blockchain, and predictive analytics to enhance policy formulation and governance models.
    • Develop policy sandboxes, immersive simulations, and scenario-based case studies that enable practical learning and experimentation within executive education programs.
    • Translate research outputs into actionable policy recommendations tailored to Pakistan's unique governance context.

    Data Analytics and Predictive Expertise:

    • Direct the application of advanced data analytics, machine learning models, and forecasting techniques for public policy analysis and decision support.
    • Ensure robust data governance, including integrity, privacy, and ethical use of AI in policy-making activities.
    • Integrate big data and AI tools within executive training modules, enabling data-driven problem solving and leadership development.

    Operational Oversight and Compliance:

    • Ensure compliance with NUST guidelines on research ethics, funding, and intellectual property management across all lab activities.
    • Oversee research project lifecycle from proposal review to delivery, maintaining quality, timelines, and budget adherence.
    • Monitor and report progress and impact indicators regularly to JSPPL leadership, RIC Directorate, and other stakeholders.

    Partnerships and Resource Mobilization:

    • Cultivate strategic partnerships with national and international universities, government agencies, NGOs, think tanks, and private sector partners to broaden innovation and impact.
    • Lead grant-writing efforts and resource mobilization to secure funding for research and innovation projects aligned with national priorities.

    Capacity Building and Outreach:

    • Design and conduct training workshops on innovation methodologies, data-driven policy-making, AI applications, and simulation techniques for faculty, researchers, and executive participants.
    • Represent JSPPL and the lab in national and international policy forums, conferences, and innovation networks to enhance institutional visibility and credibility.

    Knowledge/Skills/Abilities:

    • Excellent communication and networking skills with ability to engage diverse stakeholders including public sector bodies, academia, and technology partners.

    Terms & Conditions:

    • Candidates are required to attach scanned copies of their documents (Academics / Professional).
    • Last education certificate/degree must be attested/verified by HEC.

    Candidates may be considered ineligible for the post due to any of the following reasons:

    • 3rd Div in academic career / weak academic profile.
    • NUST employees with less than one year of service with NUST and / or absence of NOC from Head of Institution.
    • In process of pursuing a required degree.
    • Medically unfit.
    • Only selected candidates will be contacted and issued offer letter.
    • Candidates serving in Govt departments, Armed forces may apply through their respective parent department / organizations. Late / incomplete applications will be ignored. Only short-listed candidates will be considered / called for test / interview and no TA / DA will be admissible.
