About the Role
The Head of PPP will oversee the full lifecycle of Public-Private projects, from opportunity identification and consortium building to financial modeling, contract negotiation, and bidding. Acting as a key advisor and project leader, this role requires deep expertise in project finance, financial structuring, and public sector partnership models. The position is based in Jeddah, Saudi Arabia, and covers opportunities across the entire Middle East region.
Key Responsibilities:
Opportunity Identification & Evaluation:
- Analyze PPP tenders and market opportunities, with a focus on rail and transport projects.
- Contribute to technical, financial, and economic feasibility assessments.
Structuring & Financial Modeling:
- Develop and manage advanced Project Finance models to evaluate profitability, capital structure, and cash flows.
- Conduct detailed risk and sensitivity analyses to inform investment decisions.
Bid Management
- Lead the preparation of technical and financial proposals for public tenders.
- Coordinate multidisciplinary internal teams (engineering, legal, finance) and external advisors.
Negotiation & Financial Close:
- Participate in contract negotiations with public entities, lenders, and private partners.
- Manage due diligence processes with banks and investors through to financial close.
Risk Analysis & Stakeholder Engagement
- Identify and mitigate project risks across technical, financial, and regulatory domains.
- Serve as the primary point of contact for government authorities, investors, and consortium partners.
Qualifications:
- Degree in Engineering, Economics, Business Administration, or Law. An MBA or Master’s in Finance, Infrastructure, or Project Management is highly valued.
- 8–10 years of hands-on experience managing PPP projects end-to-end.
- Background in one or more of the following: Construction or concession companies (bidding/business development), Infrastructure investment funds Investment banking (Project Finance), Strategic/financial consulting (Big Four), Government PPP agencies
- English Fluency. Arabic and Spanish are considered an advantage.
Technical Skills:
- Advanced expertise in financial modeling (DCF, IRR, NPV, coverage ratios).
- Strong knowledge of PPP legal and contractual frameworks (EPC, O&M, shareholder agreements).
- Familiarity with public procurement and international contract law.
- Proven success in negotiating complex project finance deals.
