Head of Procurement

Job Objective:

Lead the preparation and review of contracts related to tenders and procurement and oversee the development of operational and contractual templates in coordination with the relevant entities, ensuring full compliance with regulations and bylaws, and enhancing the quality of contracting processes within the Company.


Education:

Minimum bachelor's degree in business administration, Supply Chain or equivalent.

Experience:

Minimum 7 Years+


Technical Responsibilities:

  • Oversee the preparation and review of all contracts related to tenders and procurement in coordination with the concerned departments, to ensure compliance with regulatory requirements and relevant bylaws, and to achieve legal protection for the Company.
  • Lead efforts to develop and update operational contract templates used within the company, by periodically reviewing and aligning them with the requirements of various organizational units, contributing to improved contractual performance efficiency.
  • Follow up on recommendations related to updating policies, regulations, and contractual procedures based on business developments and the company's needs, ensuring alignment of operations with regulatory updates.
  • Review internal procedures related to contract management and benchmark them against best practices, proposing improvements that enhance efficiency and accelerate completion rates.
  • Continuously coordinate with stakeholders involved in tenders and contracts, providing the necessary technical and legal support to enhance the quality of outputs and ensure compliance with regulations.
  • Provide guidance and technical consultation to executive departments and project managers throughout the stages of contract preparation and management, contributing to reducing contractual risks and strengthening compliance.
  • Supervise the review of the accuracy and integrity of official documents and regulatory records related to contracts, ensuring completeness and compliance with regulatory requirements prior to approval.
  • Contribute to managing contractual negotiations with counterparties by preparing legal points and reviewing contractual clauses to reach balanced agreements that serve the company's interests.
  • Oversee the legal adaptation of various contracts according to the nature of each procurement process, ensuring alignment of the contractual template with the nature of the service or project.
  • Review proposed amendments to existing contracts, ensure their legality, and document them in accordance with approved policies before implementation.
  • Follow up on contract signing procedures by authorized parties and the authorized signatory within the entity to ensure proper completion of the contractual cycle.
  • Prepare periodic performance reports related to contract activities and submit them to senior management, highlighting challenges and proposing required improvements.


General Responsibilities:

  • Ensure the translation of the department’s strategy into operational work plans, ensuring alignment and integration with the organization’s strategy and strategic direction.
  • Manage the achievement of the department’s operational objectives by setting individual goals, empowering the team, and leading them to enhance performance.
  • Lead talent development initiatives within the department in collaboration with Human Capital to ensure the availability of appropriate competencies.
  • Prepare the department’s operational budget and monitor financial performance to ensure activities are carried out within the specified financial framework.
  • Oversee the implementation of policies, procedures, and controls related to the department’s activities to ensure compliance and achieve operational efficiency.
  • Lead continuous improvement initiatives in systems, processes, and practices to enhance productivity and reduce costs in alignment with international standards.
  • Ensure reports are prepared accurately and submitted on time in line with management requirements and standards.
  • Perform any other tasks within the scope of the job level and specialization.
