JOB PURPOSE

The Head of Projects Implementation Section is responsible for the strategic oversight and technical delivery of all capital construction and renovation projects across the University of Sharjah campuses. The incumbent ensures that all projects are completed on schedule, within the allocated budget, and in strict compliance with UAE regulatory requirements, University standards, safety codes, and sustainability objectives.


MAIN ACCOUNTABILITIES & EXPECTATIONS

Project Governance and Strategic Oversight
1. Establish, monitor, and implement the Section's Key Performance Indicators (KPIs), operational procedures, and project control mechanisms.
2. Report project progress, risks, and milestones regularly to the Director of FMPD.
3. Manage capital budgets, project schedules, risks, and resource allocation to ensure organizational efficiency.
Technical Project Delivery
4. Lead the end-to-end delivery of capital projects from the Design phase through procurement to final handover.
5. Approve execution plans, technical methodologies, and detailed project schedules.
6. Ensure all projects adhere to EHS (Environment, Health, and Safety) standards and the University’s sustainability goals.
Contract and Stakeholder Management
7. Supervise and manage the performance of external consultants, contractors, and suppliers.
8. Coordinate with internal stakeholders (Colleges, Centers, and Administrative Departments) to align project outcomes with academic and operational needs.
9. Act as the primary liaison with external and internal stakeholders for project approvals and closing.
Leadership and People Management
10. Supervise the effective achievement of the section’s objectives, set individual goals, supervise the team’s performance, keep them updated and informed, and support their development to achieve overall objectives.
11. Provide on-the-job training and constructive feedback to all subordinates to support their overall personal and professional development to prepare a workforce that drives UOS and achieves strategic objectives.
12. Develop the senior staff’s supervisory capabilities by assigning responsibilities, which would require managing the team members, assigning tasks, monitoring performance, providing guidance and on-the-job training, and reporting on status and results.
13. Delegate responsibilities to Unit Heads/Supervisors/Project Managers, ensuring clear accountability for successful execution.
14. Organize and supervise activities and work of subordinates to ensure all work within the section is carried out efficiently and consistently and all job tasks are distributed between team members fairly and professionally.
15. Participate in the hiring process for the section, including identifying job requirements, sorting and reviewing candidate resumes, and contributing to the selection and interview process in order to ensure the best and most suitable candidates are selected for the available vacancies.
Decision-Making Authority
16. Authorized to approve execution plans, methodologies, and project variations within delegated limits.
17. Responsible for recommending contract awards and major project changes to the Director.
18. Directly responsible for capital budgets, project assets, confidential data, and the management of section personnel.
19. Complete any other job-related tasks

REQUIRED SKILLS
  • Excellent oral and written communication skills and the ability to prepare technical documents, in both Arabic and English.
  • Excellent working knowledge of personal computer applications with an emphasis on MS Office applications such as Excel, Word, and Teams.
  • Expert proficiency in Primavera P6 or MS Project to manage complex project timelines and critical path analysis.
  • Strong understanding of construction contracts (such as FIDIC) to manage consultants and contractors effectively.
  • Ability to perform cost estimation, value engineering, and financial reporting within an ERP system (Oracle).
  • In-depth knowledge of UAE Building Codes, civil defense requirements, and municipality regulations.
  • Practical knowledge of sustainable building practices (e.g., LEED or Estidama/Pearl rating systems) to meet University objectives.
  • Ability to interpret and critique architectural and engineering drawings using AutoCAD to ensure compliance with University standards.

DESIRABLE REQUIREMENTS

  • Minimum of a bachelor’s degree in Civil Engineering, Architectural Engineering, or a relevant Engineering discipline.
  • A Master’s Degree in Engineering Management or a relevant discipline would add an advantage.
  • A professional certification in project management, such as PMP (Project Management Professional) would add an advantage
  • 12-14 years of UAE experience in a similar role, preferably in higher education institutions.
  • Priority to UAE Nationals.
