Head of Quality Department

Responsibilities:

  • Lead and manage the Quality Department for construction supervision activities
  • Develop, implement, and maintain the Project Quality Management System (QMS)
  • Ensure compliance with project specifications, contract requirements, and international standards
  • Review and approve Inspection & Test Plans (ITPs), Method Statements, and quality procedures
  • Monitor contractor performance and ensure adherence to approved quality standards
  • Conduct quality audits, inspections, and surveillance activities
  • Manage non-conformance reports (NCRs) and ensure timely corrective and preventive actions
  • Coordinate with client, consultants, and contractors on all quality-related matters
  • Prepare and present quality reports to senior management and client
  • Ensure proper documentation and control of all quality records
  • Support project teams in resolving technical and quality issues
  • Establish and enforce quality objectives, KPIs, and performance metrics for the project
  • Lead quality kick-off meetings and regular coordination meetings with contractors and stakeholders
  • Review and approve material submittals, shop drawings, and technical submissions from a quality perspective
  • Ensure proper site inspections, testing, and commissioning activities are carried out as per approved procedures
  • Oversee third-party inspections and laboratory testing, ensuring compliance with project standards
  • Develop and implement quality training programs for project staff and contractors
  • Monitor and evaluate supplier and subcontractor quality performance
  • Ensure compliance with aviation authority standards and regulations (for airport/airbase projects)
  • Lead root cause analysis for major quality issues and implement preventive measures
  • Maintain and control quality documentation systems including logs, registers, and reports
  • Coordinate with HSE and project controls teams to align quality objectives with overall project goals
  • Support in risk management activities by identifying quality-related risks and mitigation measures
  • Ensure proper handover documentation, as-built records, and closeout reports are completed
  • Participate in client and regulatory inspections and address any observations
  • Drive continuous improvement initiatives across the project’s quality processes

Essential Requirements:

  • Minimum 15+ years of experience in QA/QC within construction projects
  • Mandatory experience in Airport or Airbase projects
  • Proven experience in Construction Supervision / PMC environment
  • Bachelor’s Degree in Engineering (Civil / Mechanical or related field)
  • Strong knowledge of ISO standards, QA/QC procedures, and international codes
  • Excellent understanding of construction methodologies and quality control processes
  • Professional certifications (e.g., ISO 9001 Lead Auditor) are preferred
  • Strong leadership, communication, and stakeholder management skills
