
Head of Quality Department
Responsibilities:
- Lead and manage the Quality Department for construction supervision activities
- Develop, implement, and maintain the Project Quality Management System (QMS)
- Ensure compliance with project specifications, contract requirements, and international standards
- Review and approve Inspection & Test Plans (ITPs), Method Statements, and quality procedures
- Monitor contractor performance and ensure adherence to approved quality standards
- Conduct quality audits, inspections, and surveillance activities
- Manage non-conformance reports (NCRs) and ensure timely corrective and preventive actions
- Coordinate with client, consultants, and contractors on all quality-related matters
- Prepare and present quality reports to senior management and client
- Ensure proper documentation and control of all quality records
- Support project teams in resolving technical and quality issues
- Establish and enforce quality objectives, KPIs, and performance metrics for the project
- Lead quality kick-off meetings and regular coordination meetings with contractors and stakeholders
- Review and approve material submittals, shop drawings, and technical submissions from a quality perspective
- Ensure proper site inspections, testing, and commissioning activities are carried out as per approved procedures
- Oversee third-party inspections and laboratory testing, ensuring compliance with project standards
- Develop and implement quality training programs for project staff and contractors
- Monitor and evaluate supplier and subcontractor quality performance
- Ensure compliance with aviation authority standards and regulations (for airport/airbase projects)
- Lead root cause analysis for major quality issues and implement preventive measures
- Maintain and control quality documentation systems including logs, registers, and reports
- Coordinate with HSE and project controls teams to align quality objectives with overall project goals
- Support in risk management activities by identifying quality-related risks and mitigation measures
- Ensure proper handover documentation, as-built records, and closeout reports are completed
- Participate in client and regulatory inspections and address any observations
- Drive continuous improvement initiatives across the project’s quality processes
Essential Requirements:
- Minimum 15+ years of experience in QA/QC within construction projects
- Mandatory experience in Airport or Airbase projects
- Proven experience in Construction Supervision / PMC environment
- Bachelor’s Degree in Engineering (Civil / Mechanical or related field)
- Strong knowledge of ISO standards, QA/QC procedures, and international codes
- Excellent understanding of construction methodologies and quality control processes
- Professional certifications (e.g., ISO 9001 Lead Auditor) are preferred
- Strong leadership, communication, and stakeholder management skills
