Special hiring rate: $50,250 at Bureau for Medical Services


This position is responsible for program administration and operational functions necessary to ensure compliance with state and federal policies and regulations in an efficient and cost-effective manner. Responsible for monitoring all aspects of the Aged and Disabled Waiver and State Plan Personal Care Program within the Home and Community Based Services (HCBS) Program of the West Virginia Bureau of Medical Services (BMS).

Provides oversight of the planning, policy development and maintenance, direction, coordination, and administration of the operations of the Aged and Disabled Waiver Program and the State Plan Personal Care Program. Must become knowledgeable of Medicaid guidelines related to the Aged and Disabled Waiver Program and State Plan Personal Care program. Work closely with contract staff that monitor all aspects of assigned programs including federal reporting to the Centers for Medicare and Medicaid Services and to ensure compliance with contract deliverables.

Assist in approval, planning and provision of educational information and training for quarterly provider meetings. Research best practices to promote policy and practices that are nationally accepted and congruent with the Medicaid industry standards. Provide directions, technical assistance, and education to all HCBS providers to ensure compliance with required standards. Develop or ensure quality measures for aspects of assigned programs are monitoring identified regulations. Review of reporting to identify trends, compliance or fraudulent practices within the regulatory requirements.

Assist Director in budget planning. Must possess the ability to communicate verbally and in written form to emails and written or telephonic requests from public officials, members and/or other departments and agencies related to areas of assignment within an established time frame. Other related duties may be assigned.

Minimum Qualifications

Training: Master's degree from an accredited college or university in the area of assignment.

Substitution: One year of full-time or equivalent part-time paid experience as described below may substitute for the Master's degree.

Experience: Three years of full-time or equivalent part-time paid professional experience in the area of assignment, one year of which must have been in a program administration capacity.
Substitution: Post-graduate training in the area of assignment may substitute through an established formula for the non-supervisory experience.
