Health and Safety Manager

We are seeking an experienced Health & Safety Manager to join a leading main contractor delivering a large-scale manufacturing facility in Riyadh. This is a site-based leadership role responsible for developing, implementing, and maintaining the highest standards of health, safety, and environmental (HSE) performance across all phases of construction.

The successful candidate will drive a proactive safety culture, ensure compliance with Saudi regulations and international best practices, and work closely with project leadership, subcontractors, and client representatives to deliver the project safely and efficiently.


Key Responsibilities

  • Lead and manage all health, safety, and environmental activities across the project lifecycle, from mobilisation through to handover.
  • Develop, implement, and monitor the Project HSE Management Plan , ensuring alignment with company policies, client requirements, and local legislation.
  • Ensure full compliance with Saudi labour laws , municipal regulations, and relevant international HSE standards (OSHA, ISO 45001, ISO 14001).
  • Conduct regular site inspections, audits, and risk assessments , identifying hazards and ensuring corrective actions are implemented promptly.
  • Review and approve method statements, risk assessments (RAMS), lifting plans, permit-to-work systems , and other critical safety documentation.
  • Lead all incident investigations , root cause analysis, and reporting, ensuring lessons learned are communicated and embedded.
  • Monitor subcontractor safety performance and enforce compliance with project HSE standards and KPIs.
  • Deliver safety inductions, toolbox talks, and ongoing training programs to promote a positive safety culture across the workforce.
  • Advise project leadership on HSE risks, trends, and opportunities for continuous improvement.
  • Manage emergency response planning, drills, and crisis preparedness across the site.
  • Liaise with client representatives, consultants, and government authorities on all HSE-related matters.
  • Prepare and present weekly/monthly HSE reports , dashboards, and performance metrics to senior leadership.


Candidate Requirements

  • Bachelor’s degree or diploma in Occupational Health & Safety , Engineering, Environmental Science, or related discipline.
  • Professional HSE qualifications such as NEBOSH Diploma/IGC , IOSH, OSHA, or equivalent (mandatory).
  • Minimum 8–12 years’ HSE experience within large-scale construction projects, with at least 5 years in a managerial role for a main contractor.
  • Previous experience delivering industrial or manufacturing facilities , heavy industrial, logistics, or large-scale infrastructure projects is highly preferred.
  • Strong understanding of high-risk construction activities , including steel structures, heavy lifting, MEP installation, confined spaces, and permit systems.
  • Prior experience in Saudi Arabia or the GCC preferred, with strong knowledge of
  • local regulations and compliance requirements.
  • Proven ability to manage large multicultural site teams and subcontractors.
  • Strong communication, leadership, and stakeholder management skills.
  • Fluent in English; Arabic is advantageous.
