Reports To Facility Management Director
Job Purpose
To develop, implement, and oversee the organization's HSE policies, procedures, and systems to ensure compliance with local regulations, international standards, and company objectives, minimizing risks to employees, contractors, equipment, and the environment.
Key Responsibilities
- Compliance & Policy Management
- Develop and implement HSE management systems in line with ISO 45001, ISO 14001, and relevant local regulations.
- Ensure compliance with occupational health & safety laws, environmental protection regulations, and factory standards.
- Prepare and maintain safety manuals, emergency response plans, and procedures.
- Risk & Hazard Management
- Conduct risk assessments, hazard identification (HAZID), and job safety analysis (JSA).
- Establish and monitor control measures for high-risk activities (e.g., confined space, working at height, hot works, chemicals).
- Investigate incidents, accidents, and near-misses, prepare reports, and implement corrective actions.
- Training & Awareness
- Develop HSE training programs for employees and contractors (induction, firefighting, first aid, PPE usage, spill response).
- Promote safety culture through campaigns, toolbox talks, and regular safety meetings.
- Ensure staff competency in emergency preparedness and response.
- Monitoring & Reporting
- Perform regular site inspections, audits, and HSE performance reviews.
- Maintain accurate records of safety statistics (LTI, TRI, near misses, environmental incidents).
- Report monthly HSE performance to senior management.
- Emergency Preparedness
- Lead emergency response planning, drills, and crisis management.
- Ensure availability and functionality of firefighting systems, alarms, and first-aid facilities.
- Act as the key contact during emergencies with government authorities and external agencies.
- Environmental Management
- Monitor waste management, pollution control, emissions, and resource conservation.
- Ensure safe storage, handling, and disposal of hazardous substances.
- Implement sustainability and energy-saving initiatives.
Qualifications & Requirements
- Bachelor's degree in Engineering, Environmental Science, Occupational Health & Safety, or equivalent.
- NEBOSH and OSHA.
- Minimum 7 years of HSE experience in industrial facilities.
- Strong knowledge of local HSE regulations, international standards, and best practices.
Key Performance Indicators (KPIs)
- Lost Time Injury Frequency Rate (LTIFR).
- Total Recordable Incident Rate (TRIR).
- % Completion of risk assessments and safety inspections.
- % of employees trained in HSE programs.
- Number of non-compliance issues raised during audits.
- Environmental compliance (waste, emissions, energy usage).
- Emergency drill effectiveness score.
Working Conditions
- Based at the industrial facility/factory site.
- Exposure to operational environments (production lines, warehouses, workshops).
- Requires use of PPE.
- May involve extended hours during critical incidents or audits.
