HEALTH & SAFETY MANAGER - Construction Supervision

Job Summary

The HSE Manager is responsible for developing, implementing, and overseeing Health, Safety, and Environmental (HSE) strategies across construction projects, ensuring full compliance with Saudi Arabian regulations, company policies, and recognized international standards such as ISO 45001, ISO 14001, and OSHA.

The role focuses on promoting a strong safety culture and ensuring that all construction activities are executed safely, efficiently, and sustainably, with minimal risk to personnel, assets, and the environment.

Key Responsibilities

  • Develop, implement, and maintain project-specific HSE plans, policies, and procedures in line with Saudi legislation and client requirements.
  • Lead and conduct HSE audits, inspections, and risk assessments across construction sites.
  • Identify potential hazards and ensure the implementation of effective preventive and corrective measures.
  • Manage incident, accident, and near-miss investigations; prepare detailed reports and recommend corrective actions.
  • Liaise with governmental and local authorities regarding regulatory compliance, permits, inspections, and approvals.
  • Organize and lead regular safety meetings, toolbox talks, and HSE awareness campaigns for employees and contractors.
  • Develop, deliver, and monitor HSE training programs for staff, subcontractors, and site personnel.
  • Ensure accurate maintenance of all HSE documentation, records, reports, permits, and training logs.
  • Monitor subcontractor HSE performance and enforce compliance with approved site safety procedures and standards.
  • Develop, implement, and lead emergency response plans, drills, and crisis management procedures.

Qualifications

  • Bachelor’s Degree in Engineering, Environmental Science, Occupational Health & Safety, or a related discipline.
  • NEBOSH International General Certificate (IGC) or NEBOSH Diploma – mandatory.
  • Additional certifications such as OSHA, IOSH, ISO 45001 Lead Auditor, or First Aid are highly preferred.
  • Registration with the Saudi Council of Engineers (SCE) is an advantage.

Experience

  • Minimum 15–20 years of HSE experience within the construction industry.
  • At least 10 years of experience in Saudi Arabia or the GCC region.
  • Proven track record managing HSE systems on large-scale construction projects.

Skills & Competencies

  • In-depth knowledge of Saudi Arabian HSE laws, regulations, and construction safety practices.
  • Strong leadership, communication, and stakeholder management skills.
  • Excellent reporting, documentation, and analytical capabilities.
  • Ability to work under pressure in fast-paced, high-risk project environments.
  • Fluency in English is essential; Arabic is an advantage.
