The State of New Hampshire, Department of Labor, Hearings Bureau has a full-time vacancy for a Hearings Administrator.
Summary:
Administer agency objectives through planning organizational goals and developing program policies and procedures and administering the objective of the bureau of hearings by interpreting rules, policy, process and other information for the Bureau of Hearings for the Department of Labor.
YOUR EXPERIENCE COUNTS : Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education.
MINIMUM QUALIFICATIONS:
Education/Experience: Bachelor's degree and 7 years of experience OR equivalent combination of 11 years of education and experience after completion of high school. Education and experience must be in pre-law, economics, industrial relations, business administration, public administration, conducting hearings, or related field
License/Certification: None
Other Requirements: Must be an active member of the New Hampshire Bar Association and in Good Standing.

The work of an employee in trainee status in this position shall be overseen by a fully qualified individual. An employee in trainee status shall meet the minimum qualifications within the period of time specified on the SJD, not to exceed one year of being hired into this position.
Responsibilities:
Evaluate state statutes, regulations and court decisions relevant to agency and bureau of hearing operations to develop and maintain bureau standards and procedures and advise bureau of hearings staff on administrative questions. Perform research on legal questions and issues related to bureau of hearings operations and draft brief to report findings.
Conduct administrative hearings on workers compensation, wage claim, whistleblower and enforcement actions, and issue timely written decisions to include findings of fact, analysis, conclusions of law and dispositions.
Manage overall operations of the bureau of hearing division inclusive of management of the hearing docket, case assignment and scheduling hearing officers, and development and management of bureau of hearing process and workflow.
Review pleadings and motions prior to hearings for ruling and disposition or assignment to bureau of hearings Hearing Officers for further disposition.
Review, develop, and implement agency rules and policies to ensure consistency and uniformity of hearing process.
Coordinate the Department’s rulemaking process relative to administrative regulations that impact bureau of hearings operations. Recommend and draft legal documents including administrative rules, legislation, decisions, orders, policy statements, rulings, and opinion papers.
Evaluates work performance of subordinate hearings bureau staff at least once per year, including assessment of staff development needs.
Evaluate, plan, develop and coordinate comprehensive professional training programs for the bureau of hearings’ staff. Evaluate court decisions to determine impact on the department’s enforcement efforts and prepare educational training materials.
Conducts hearings and prehearing examinations/conferences to define rules on motions and the relevance of testimony and exhibits and renders or recommends decisions affecting the department to the Commissioner of Labor.
Explain complex policies, rules and statues to inquiring parties including internal and external departments or agencies and members of the public.
