High-Density Sidewalk Program Manager

The Department of Environmental Services (DES) is responsible for ensuring safe, accessible sidewalks and is seeking a High-Density Sidewalk Program Manager . This position in the Water Sewer Streets (WSS) bureau will oversee the delivery of the County’s high-density pedestrian concrete maintenance program. The program seeks to maintain approximately 82 miles of urban sidewalks including commercial and high-density residential properties in a state of good repair.

The incumbent will coordinate extensively with property owners, tenants, condo associations, and Business Improvement Districts (BIDs), while ensuring that work meets County standards, adheres to applicable codes, and complies with Americans with Disabilities Act (ADA) requirements.

Specific duties include:

  • Serving as Project Officer for all work performed under the high-density pedestrian concrete maintenance program, including contract administration, daily communication with contractors, field inspections, acceptance of work, review of submittals, and approval/rejection of invoices;
  • Performing triennial field inspections of sidewalks and streetscapes in high-density zoning areas to identify defects and ADA compliance issues, including notifying responsible parties and ensuring corrective action;
  • Determining probable repair costs and procuring contractor services via multiple on-call contracts or small purchase negotiations, preparing scopes of work, requesting fee proposals, and processing purchase order requisitions;
  • Conducting field inspections to monitor quality of work to ensure that all construction work performed by the Bureau’s on-call contractors in public rights-of-way and easement areas comply with governing codes, standards, and specifications;
  • Notifying property owners and stakeholders of upcoming work, serving as the primary point of contact for inquiries, assessing and collecting fees, and providing updates on project status;
  • Providing depositions and testimony in court cases involving sidewalk-related injuries or property damage in high-density sidewalk areas;
  • Managing and updating the asset management database, ensuring accurate records of inspections, payments, and repair history, along with up-to-date property contact information;
  • Coordinating project activities with adjacent County and external projects (e.g. VDOT, Washington Gas, Dominion Energy, etc);
  • Preparing County Board reports authorizing assessment of properties for repairs and presenting to the public at related meetings; and
  • Performing other job-related duties as assigned.

Minimum Requirements:

  • Bachelor’s degree in Engineering, Architecture, Construction Management, or related field; and
  • 3 years of experience in construction management, contract administration or construction inspection of urban infrastructure projects with elements that include sidewalks, curb & gutter, and driveway aprons.

Substitution : Additional qualifying experience may be substituted for the education requirement on a year-for-year basis.

Desirables : Preference may be given to candidates with experience in one or more of the following:

  • Project management, project planning/scheduling, cost estimating, contract negotiation, budgeting analyses, and collaborating with internal/external stakeholders;
  • Proficiency with Microsoft Office Suite, Adobe Acrobat, and knowledge of Cartegraph, SAP, or Cityworks asset management software;
  • Administering/inspecting construction contracts and/or enforcing compliance with ordinances, codes, plans or specifications; and/or
  • Public contracting and procurement.

Possession of one or more of the following Designations is preferred:

  • Professional Engineer (PE) Registration in Virginia or a state with reciprocity; and
  • American Institute of Certified Planners (AICP).

Working Conditions:

  • Work is performed both indoors and outdoors. Outdoor work is performed in all types of weather conditions;
  • Worker may be subject to hazards including a variety of physical conditions, such as proximity to moving mechanical parts, moving vehicles, electrical currents, working on scaffolding and high places, exposure to high heat or exposure to chemicals;
  • Worker may be subject to one or more of the following conditions: fumes, odors, dusts, mists, gases or poor ventilation, oils, and other cutting fluids.

Physical Requirements:

  • Sedentary Work: Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.

  • Employee is required to learn and follow all safety rules and regulations pertaining to job functions which include attending all required safety classes and meetings in order to ensure a safe working environment and to ensure team members are practicing the required safety rules and regulations.

  • The employee may be required to wear common protective gear or safety equipment such as safety shoes, glasses, gloves, hearing protection, or hard hats while working outdoors.

Additional Information:

Work Hours: Monday through Friday 8:00 a.m. to 5:00 p.m. with some schedule flexibility and telework options. This position is classified essential and must be available to work as needed to support snow removal operations during the winter.

This official title for this position is Project Engineer.
