IT Project Management Manager
Position Overview
The HIH - IT Project Management Manager is a leadership role in the Pharmacy Benefits services technical organization, and will define and drive standards within the domain delivery management organization to optimize utilization of these resources with the PBS technology space. This leader will work with senior leaders in PBS to define the support model to optimize delivery within PBS domain scrum teams.
Responsibilities

Ensures delivery managers are driving successful project outcomes by leveraging a broad set of skills across delivery, leadership, relationship management, and business acumen.

Aggregates team Program Increment (PI) objectives into Program PI objectives. Participates in PI Planning readiness; preparation of Vision and backlogs via Pre and Post-planning.

Establishes PI Planning readiness and facilitates PI Planning. Manages and optimizes the flow of value through the program using various tools. Assists with execution and Feature completion.

Drives continuous improvement via Inspect and Adapt. Assists with economic decision making. Escalates and tracks impediments.

Helps manage risks and dependencies. Attends system and solution demos.

Coaches and educates team members on lean-agile practices and methods.
- Assists Product Management with economic decision making, and by facilitating capability and Feature estimation by teams and then aggregate up to the Epic level.

Encourages collaboration between System and Solution Architects, User Experience, and teams. Helps ensure strategy and execution alignment by working with Agile Product Owners, Product Managers, and Stakeholders.

Reports status and support activities related to Program Portfolio Management and Release Management. Addresses critical bottlenecks by providing input on resourcing.

Encourages and facilitates team level and program level continuous integration and communities of practice for Quality, Engineering, SAFe, Agile, and Lean.

The incumbent owns the output of a key discipline within a function. Utilizes in-depth professional knowledge and experience to set departmental goals which align with functional strategy. Focuses on achievement of departmental goals and plays a significant part in achieving functional goals.

Manages a group of Release train engineers/ domain delivery managers including career development support.
Qualifications
Required Skills:

Proven track record of delivering on large scale or multiple initiatives. Experience with all aspects of the delivery, including planning, capacity reviews, budget, features/user stories, design and delivery execution

Proven ability to effectively communicate with internal and external stakeholders to identify needs and evaluate alternative solutions and strategies

Servant leader and strong communicator with strong interpersonal skills to communicate at all levels of the organization, including VP levels

Mastery at ‘story telling’, utilizing tools such as Microsoft PowerPoint to efficiently and effectively drive decision

Ability to take complicated subjects and distill them down to salient points to drive decision making

Strong technical aptitude and experience leading teams in delivering quality software experience working in an Agile organization using Scrum, XP, Kanban, Scaled Agile Framework (SAFe), or other methodologies
Required Experience & Education:
-
13+ years’ experience as release train engineer, or Agile Project/Program Manager.

7+ years’ experience as a technical delivery leader; strong IT application development & leadership background. Strong business acumen in health care pharmacy or PBM space

Knowledge of PBM, healthcare industry helpful

In-depth knowledge of project development, including process mapping, budgeting and timeline creation

Demonstrated ability to coordinate cross-functional work teams toward project completion

Demonstrated effective leadership and analytical skills
