is excited to announce a new opportunity for our Homeland Security Analyst (Research Analyst 3) to join our team! We welcome you to join us today!
The Department currently has an opening for one full-time Homeland Security Analyst (Research Analyst 3) within the OERS Division of OEM in Salem, Oregon. This is a full-time, limited duration position. This position has the opportunity to work remotely and supports a hybrid (work from home/in office) work schedule. Remote work is evaluated periodically and can be adjusted at any time.
The Homeland Security Analyst (RA3) leads research projects by performing and coordinating data collection and analysis with staff inside and outside the agency and preparing final reports with recommendations to agency leadership, external partners, and councils in order to provide threat assessment, risk reduction strategies, and enhance response operation and coordination.
Determines project timelines and milestones, secures project resources, identifies data collection sources and methodology, coordinates assistance with broad cross-functional team members including internal research staff and staff from other partner agencies.
Actively consume and monitor a variety of live news feeds, social media platforms, weather forecasts, and sophisticated monitoring tools to detect real-time incidents and potential threats and hazards to the states’ population, critical infrastructure, first responders, and the environment.
Consults a variety of different sources of information including plans and procedures, personnel from other state response agencies, and utilizes open-source intelligence collection software, and complex modeling tools to synthesize reports.
Performs complex study and analysis of effects of loss of systems (communications, power, water, wastewater) against state operations. Authors reports identifying opportunities for protection of critical systems and/or addressing gaps or vulnerabilities.
During emerging incidents, analyzes the nature of threats and uses independent judgement to determine whether or not to take actions, including but not limited to disseminating emergency alerts and warnings, notifying a specific response agency, sharing threat information, deploying a state resource, and/or recommending activation of the State Emergency Coordination Center.

What do you need to qualify? Minimum Qualifications:
A Bachelor's Degree in any discipline that included six-quarter units in statistics or quantitative analysis methods and procedures, and one year experience using computerized applications to independently gather, compile, and analyze data and prepare narrative or statistical reports;
OR
Four years of research experience using computerized applications to independently gather, compile, and analyze data and prepare narrative or statistical reports.
Ability to obtain security clearance at a federal level
Completion of military or intelligence community training in relevant area (such as Signals Collection, Intelligence Analysis program, and/or cryptologic analysis) will be considered towards the relevant experience requirement (i.e. a 24-week course will count as 6 months experience).

What we are looking for (Desired Attributes):
5 years of experience in a law enforcement, military, homeland security, or defense related position
