PRIMARY DUTIES & RESPONSIBILITIES
Salary to be commensurate with experience
The hiring range for this position is $61,228 - $76,535/annually

The Community Program Specialist Senior supports Aurora residents by providing advanced housing counseling, program navigation, and community engagement services. This role bridges direct service delivery and program leadership, ensuring high-quality counseling, compliance with HUD and local standards, and mentoring of entry-level staff.

PRIMARY DUTIES & RESPONSIBILITIES

  • Housing Counseling
  • Provide direct housing counseling services (pre-purchase, post-purchase, foreclosure prevention, rental, and reverse mortgage education) in accordance with HUD and agency standards.
  • Conduct financial analyses, affordability assessments, and create individualized action plans for clients.
  • Maintain accurate case files, client management system updates (e.g., Mpact PRO), and reporting documentation.
  • Provides referrals as appropriate to specific client needs.
  • Conduct follow-up with clients to monitor progress toward goals.
  • Assists lenders, realtors, title insurance representatives, and other necessary parties with financial assistance applications.
  • Reviews closing documents.
  • Serve as application reviewer and perform quality control for City of Aurora Housing programs.
  • Homeownership and Financial Literacy Classes
  • Teach Homebuyer Education and Financial Capability workshops ranging from 2-hour sessions to full-day (8-hour) classes.
  • Develop and update class materials to meet HUD, agency, and community standards.
  • Provide group facilitation in both English and Spanish (if bilingual), ensuring sessions are engaging and accessible.
  • Program Support and Leadership
  • Act as a senior resource for staff on housing counseling practices, program standards, and compliance.
  • Assist the Supervisor in training, mentoring, and supporting Community Engagement Specialists.
  • Provide quality review of case files and reports to ensure accuracy and compliance.
  • Support program reporting for HUD, CDBG, and other funding sources by compiling and analyzing client data.
  • Work closely with upper management to support the preparation of required reports, including the CAPER, HUD 9902, HUD 9910, and quarterly demographic reports.
  • Assist with program marketing and community outreach to increase participation and awareness.
  • Represent HOAP and the Housing & Community Development team at community meetings, committees, and events.
  • Incorporate innovative practices to enhance housing services and expand community impact.
  • Serves as liaison on Citizen Advisory Committee.
  • Administrative and Technical Duties
  • Prepare administrative and statistical reports as required.
  • Keep current on trends, policies, and regulations in housing, counseling, and community development.
  • Serve as backup to the Supervisor in meetings and community events as needed.
  • Perform additional duties as assigned.
  • Community Engagement Leadership
  • Keep current regarding programs and information in housing and related fields
  • Build relationships with the community and partners to help spread the word of services provided and incorporate new and innovative ideas into our housing programs.

MINIMUM QUALIFICATIONS & WORKING CONDITIONS
An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered.

Licenses and Certifications (Required)
  • HUD Housing Counseling Certification (Required at time of hire)
  • HECM Certification (Required within six months of hire)
  • Valid Driver’s License with clean Motor Vehicle Record.
Experience

  • At least three (3) years’ experience in HUD housing counseling, Financial Counseling/Coaching, mortgage lending, government programs or social work.
  • Prior experience mentoring, training, or supporting colleagues preferred.
  • Experience with HUD, CDBG, HOME or other federal/state housing programs strongly preferred.

Preferred Qualifications:

Knowledge:

  • Knowledge of HUD compliance, HUD Client Management Systems, and federal housing programs.
  • Proficiency in Microsoft Office, Adobe, and database systems.
  • Strong interpersonal, organizational, and analytical skills.
  • Ability to facilitate group workshops and make public presentations.
  • Ability to establish and maintain effective working relationships with staff, clients, and community partners.
  • Strong written and verbal communication skills.
  • Ability to manage sensitive or stressful situations with tact and diplomacy.

Skills:

  • Ability to make presentations and facilitate classes and events related to housing programs
  • Strong interpersonal, analytical, organizational, and public presentation skills
  • Bilingual in Spanish or other languages is a plus
  • Strong reporting and writing skills

Abilities:

  • Communicate effectively both verbally and in writing
  • Handle sensitive or stressful situations with tact and diplomacy
  • Deal effectively with diverse clientele
Essential Personnel:
When a local announcement of emergency or disaster is declared by the city, all City of Aurora employees may be required to work as essential personnel.
Physical Demands:

  • Sedentary physical work requiring the ability to lift 10 pounds
  • Occasional lifting, carrying walking, and standing
  • Vision for reading and interpreting written reports and documents
  • Hand/eye coordination for operation of computer system
  • Speech communication and hearing to maintain communication with employees, program participants, and citizens

Work Environment:

  • Occasionally attends evening and weekend events.

Equipment Used:

  • Frequently uses standard office equipment including computer, calculator, multi-line telephones, and copy/fax machines
  • This position may require the incumbent to occasionally use personal equipment (e.g. vehicle, cell phone, tools, etc.) in the course of their employment
