THE POSITION

Full Time Position / Position works 40 hours per week, includes excellent full-family benefit package, PERS/OPSRP retirement and availability of deferred compensation retirement savings.

Onsite (Courthouse complex) childcare available at a discounted employee rate through Roseburg Professional Childcare (Fowler St. location only). Availability is subject to center waitlist.
Job Summary:
This position is an advanced-level, specialized, highly confidential classification assigned to providing support to Human Resources. Assists with tasks in one or more of the specialized human resources functions in addition to being responsible for the organization and maintenance of human resource information, records and materials. Incumbents provide direct support to professional and administrative staff as well as the general public; and assist with routine tasks in one or more of the specialized human resources functions.

  • Interpret and respond to routine telephone and in-person inquiries from employees, applicants, professional staff, other agencies or the general public regarding information and functions of the Human Resources Department and operations of other County departments.
  • Responsibility for managing confidential electronic document scanning system of all personnel files.
  • Manage record retention in compliance with retention rules and regulations; maintain all Human Resources subject files.
  • May backup payroll-related bi-weekly processing of Human Resources staffing timesheets
  • Order and maintain general office and specialized supplies.
  • Manage Work Orders for HR Staff
  • Assist with variety of related projects as needed.

POSITION REQUIREMENTS

SKILLS/QUALIFICATIONS:

Any equivalent combination of education and experience, which demonstrates the knowledge, skills and abilities required, will be considered. however, the following is preferred:

  • High school graduation or equivalency plus three years clerical experience of a progressively responsible nature, including customer service and working in an office setting. Including senior-level competency using computers, spreadsheets, databases and other software programs typically used in an office environment.
Knowledge of: Extensive knowledge of general office practices, procedures and techniques including but not limited to English composition, spelling, grammar, various office-related computer software utilities, databases and systems; techniques of customer service; record keeping and reporting; systematic filing and retrieval processes. Some knowledge of the basic principles and practices of one or more areas of Human Resources or Personnel Administration; federal, state and local statutes, regulations, rules, policies and procedures associated with operating within a highly confidential, personnel-related environment. Skills and Abilities: Typing rapidly and accurately, use of complex office equipment which includes automated equipment and systems; recognizing attention to detail; taking and transcribing dictation; interpret and apply relevant provisions of applicable laws and policies; communicate effectively; establish and maintain effective working relationships with County employees and officials, representatives of outside agencies, service providers and the public; collect, compile and summarize data; estimate and manage time efficiently; make decisions independently in accordance with established policy; maintain confidentiality.

  • Regular and consistent attendance

SCREENING & EVALUATION



Background Investigation: While not part of initial applicant screening, the finalist for this
position may be required to pass a criminal history background check as part of a contingent offer of employment. Conviction of a crime may not necessarily disqualify an individual from employment.

Position requires a minimal amount of driving. Finalist will be required to provide a court print driving record that meets the Douglas County Driver Policy, as part of contingent offer of employment.
