Are you someone who enjoys helping people, improving processes and keeping things running smoothly behind the scenes? The North Dakota Office of Management and Budget (OMB) is looking for an HR Associate who is resourceful, detail focused and energized by supporting a wide range of human resource (HR) work across multiple agencies.

As part of OMB's HR team, you will support recruitment, onboarding, HR systems, data management, compliance tasks and statewide programs. You will assist HR team members and hiring managers, respond to questions from applicants and team members, and help ensure our processes are accurate, consistent and service focused.

This role is perfect for someone who can see the big picture while still mastering the details. Someone who enjoys creating order, improving efficiency, and ensuring every interaction feels supported and professional. One day you might be posting job openings or preparing interview packets; the next, you may be updating HR system data, managing Shared Leave requests, or guiding a manager through onboarding steps. Your ability to build rapport, influence outcomes, and keep operations running smoothly will directly shape how HR services are delivered across state government.

What You'll Do

  • You will help keep HR operations running effectively by:
  • Supporting recruitment efforts by posting job announcements, screening and routing applicants and preparing interview materials.
  • Coordinating background checks, job offers and new team member communications.
  • Helping onboard new team members and facilitating New Employee Orientation.
  • Maintaining accurate information in HR systems and supporting updates as needed.
  • Tracking training attendance and course completions in Enterprise Learning Management (ELM) and assisting with scheduling classes and issuing certificates.
  • Managing HR inboxes and phone lines and providing timely, helpful responses.
  • Maintaining HR files and records, ensuring retention and compliance requirements are met.
  • Assisting with the development and distribution of monthly newsletters.
  • Serving as one of the primary administrators for the statewide Shared Leave Program.
  • Helping identify opportunities to streamline processes, improve tools and enhance customer service.

  • A proactive, curious and adaptable mindset.

To be considered for this position, you must have at least two years of related work experience. A combination of education, training and experience that provides equivalent knowledge and skills will also be considered.

  • Experience working in HR, recruitment or data heavy administrative work.
  • Familiarity with PeopleSoft, ELM or other HR information systems.
  • Experience supporting multiple teams, customers or stakeholders.
  • Interest in improving processes and creating order out of complexity.

Compensation & Location

  • Work Style: Remote in North Dakota (including the Fargo/Moorhead metro area and Grand Forks/East Grand Forks metro area) or onsite at the Capitol Complex in Bismarck, ND.
  • Shift: Monday-Friday, 8:00 a.m. - 5:00 p.m. (flexible schedule options available).
  • Hiring Range: $22.00 - 26.00/hour
