About our opportunity:

The City of Asheville is seeking qualified applicants for the position of Senior Human Resources Business Partner in the Human Resources department. The Senior Human Resources Business Partner serves as a trusted advisor, strategic consultant, and support resource for City leadership and employees. This role is responsible for assisting with talent acquisition, employee relations, and engagement strategies, while helping build and lead initiatives that maintain a strong, inclusive organizational culture.

What you'll be doing:
  • Advises supervisors on appropriate response to performance issues, coaching, and discipline. Assists leaders in assigned departments with the administration of Human Resources policies and procedures including but not limited to time and attendance, leave, disability accommodation, compensation and corrective action. Interprets and applies understanding of City policies as a trusted advisor to supervisors.
  • Administers talent acquisition and selection processes in collaboration with hiring authorities. Promotes hiring efforts online and in person to ensure appropriate candidate volume. Screens applicants for qualifications and job fit, participating in interviews as appropriate. Garners approval for hiring and offers. Issues verbal and written offers of employment.
  • Applies the City’s formal total rewards program to walk leaders through relevant decision-making. Guides leaders through formal review and determination of offer terms as well as other discretionary requests with compensation implications, e.g. position parameter changes or establishment of interim assignments.
  • Authors and edits job descriptions for new and existing positions in collaboration with departmental leadership, surfacing significant changes for analysis of possible fiscal / compensation impact. Assists stakeholder departments with collection and analysis of people-centric data to support workforce planning. Collaborates with department leaders to forecast needs, plan work statements and implement recruitment strategies.
  • Inputs and authorizes changes to people-centric data in HR information systems (HRIS), within a formal delegation of authority. Stewards the integrity of data housed in the HRIS.
  • Performs administrative investigations as authorized and directed to address allegations of misconduct. Interviews witnesses, reviews data, documents findings, and recommends corrective action as appropriate.
  • Supports grievance processes and mediates conflict resolution efforts. Meets with employees to address concerns or complaints and recommends appropriate solutions.
  • Participates in or leads cross-functional process improvement initiatives. Proposes change initiatives and drafts recommended updates or revisions to policies and procedures to better align with departmental and organizational goals. Stays current on laws, regulations, and trends affecting the HR profession and HR operations in particular.

About you:

We know your time is valuable. Applicants who meet the following minimum requirements or have comparable experience and/or education will be considered:

  • Bachelor’s Degree in Human Resources, Business or Public Administration, or a related field required;
  • Minimum of five years of experience in employee relations, strategic consulting and talent acquisition; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
  • Must possess and maintain a valid driver’s license. No certification required for this level.
  • Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all City or departmental policies, practices, and procedures necessary to function effectively in the position.
Preferred Qualifications:
  • Certification in Human Resources, such as a Society of Human Resources Certified Professional (SHRM-CP)

  • Equipment, Machinery, Tools, and Materials Utilization: Must be able to use a personal computer and associated standard software programs, including a web browser and productivity software suite
  • Verbal Aptitude: Requires the ability to utilize a wide variety of reference, descriptive, and/or advisory data and information.
  • Mathematical Aptitude: Requires the ability to perform basic arithmetic operations (addition, subtraction, multiplication, division), calculate decimals and percentages, and potentially fractions, discount, interest, ratios, surface areas, volumes, weights, and measures.
  • Functional Reasoning: Requires the ability to apply principles of influence systems (motivation, incentive, leadership) and to exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems.
  • Situational Reasoning: Requires the ability to exercise judgment, decisiveness, and creativity in situations involving the evaluation of information against sensory, judgmental, or subjective criteria.
  • Critical Thinking: Ability to analyze complex information and draw logical conclusions, evaluate data from multiple sources to make informed decisions, proactively identify potential issues and develop effective solutions, question assumptions and consider alternative perspectives, and demonstrate strong problem-solving skills.

ADA Compliance:
  • Physical Ability: Tasks require the ability to exert light physical effort in sedentary to light work, involving some lifting, carrying, pushing, and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or workstation.
  • Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, and visual cues or signals, and to communicate orally.
  • Environmental Factors: Essential functions are regularly performed without exposure to adverse environmental conditions.
