We are seeking a highly organized and proactive HR Cum Admin – Recruitment, Mobilization & Administration professional to support recruitment operations, employee mobilization, visa processing, workforce administration, and general office administration activities.

The ideal candidate will play a critical role in ensuring smooth recruitment coordination, timely deployment of employees, accurate HR records management, visa and immigration compliance, and efficient administrative support across the organization.

This position is ideal for professionals with experience in manpower supply, construction, engineering, oil & gas, industrial services, manufacturing, or project-based environments.

Key Responsibilities

Recruitment Coordination & HR Operations

  • Coordinate end-to-end recruitment activities and hiring processes.
  • Support recruiters in managing job requisitions, candidate tracking, and interview scheduling.
  • Publish job advertisements across job portals and social media platforms.
  • Coordinate interviews between candidates and hiring managers.
  • Prepare interview schedules, candidate profiles, evaluation forms, and hiring documentation.
  • Maintain Applicant Tracking System (ATS) and recruitment databases.
  • Track recruitment progress and ensure timely closure of vacancies.
  • Coordinate offer letters, employment contracts, and onboarding documentation.
  • Maintain recruitment reports and hiring metrics

Employee Mobilization & Deployment

  • Coordinate workforce mobilization activities for newly hired employees.
  • Ensure completion of pre-employment and onboarding requirements.
  • Monitor employee deployment schedules and project mobilization plans.
  • Coordinate travel arrangements, accommodation, transportation, and onboarding logistics.
  • Liaise with project teams to ensure manpower availability according to project timelines.
  • Maintain mobilization status reports and workforce deployment trackers.
  • Support employee demobilization and transfer processes when required.
  • Visa Processing & Immigration Administration
  • Manage visa processing activities from initiation to completion.
  • Prepare and review visa documentation for submission.
  • Coordinate with Government Relations Officers (GRO), immigration authorities, embassies, and manpower agencies.
  • Monitor visa status, work permits, residency permits, and Iqama issuance.
  • Track visa renewals, passport validity, and immigration compliance requirements.
  • Maintain accurate visa and immigration records.
  • Escalate delays and compliance risks proactively.

HR Administration

  • Maintain employee personnel files and HR documentation.
  • Process employee onboarding and offboarding activities.
  • Prepare employment certificates, HR letters, and employee correspondence.
  • Maintain employee attendance, leave records, and HR databases.
  • Coordinate employee orientation and induction programs.
  • Support payroll administration by ensuring timely submission of employee data.
  • Ensure confidentiality and accuracy of employee records.

Office Administration

  • Provide administrative support to HR and Operations departments.
  • Maintain office records, filing systems, and document control processes.
  • Coordinate office supplies, vendor communications, and facility-related requirements.
  • Support travel bookings, accommodation arrangements, and logistical coordination.
  • Organize meetings, prepare reports, and maintain administrative records.
  • Ensure smooth day-to-day office operations.
  • Workforce Data Management & Reporting
  • Maintain workforce master databases and trackers.

  • Visa Status
  • Contractor Availability
  • Generate weekly and monthly HR reports.
  • Prepare manpower planning and workforce analytics reports.
  • Ensure data integrity and audit readiness at all times.

Process Compliance & Documentation

  • Ensure adherence to company HR policies and procedures.
  • Maintain recruitment, mobilization, and administrative SOPs.
  • Standardize HR forms, templates, and documentation processes.
  • Ensure compliance with labor laws, immigration regulations, and company standards.
  • Identify process improvement opportunities and support implementation.

Stakeholder Coordination

Coordinate with: Hiring Managers/ Project Managers/ Operations Team/ Government Relations Team/ Recruitment Agencies

Follow up on:

  • Recruitment approvals
  • Interview feedback
  • Visa documentation
  • Mobilization requirements
  • Employee records
  • Administrative requests

Qualifications & Experience

  • Bachelor's Degree in Human Resources, Business Administration, Management, or a related field.
  • Minimum 3–5 years of experience in: HR Administration/ Recruitment Coordination/ Employee Mobilization/ Visa Processing/ Workforce Administration
  • GCC experience is highly preferred.
  • Experience in Construction, Oil & Gas, Engineering, Industrial Services, Manufacturing, or Manpower Supply sectors will be an advantage.
  • Strong recruitment coordination and HR administration skills.
  • Knowledge of GCC visa and immigration processes.
  • Experience with employee mobilization and onboarding.
  • Excellent organizational and multitasking abilities.
  • Strong follow-up and stakeholder management skills.
  • Proficiency in Microsoft Office (Excel, Word, PowerPoint, Outlook).
  • Experience using ATS, HRMS, or workforce management systems.
  • Excellent verbal and written communication skills.
  • Ability to work in a fast-paced, multicultural environment.
  • High attention to detail and accuracy.

Preferred Skills

Knowledge of Saudi labor regulations and workforce compliance.

Familiarity with Iqama processing and employee mobilization procedures.

Experience working with manpower agencies and international recruitment.

Arabic language skills will be an added advantage.

Salary: SAR 8000 - 9000/month
