Position Summary:

The HR Generalist – Compliance & Benefits plays a critical role in ensuring that all HR operations remain compliant with federal, state, and local employment regulations while overseeing the administration of employee benefit programs across all entities managed by ACES Management Team (including CALI, CEBSS, and other subsidiaries).

This position supports the company’s mission by maintaining accurate records, conducting internal audits, administering employee benefits, and providing guidance on employment law compliance and company policy adherence. The HR Generalist serves as a key resource for employees and management regarding HR processes, benefits, and compliance matters.

Key Responsibilities:

1. Compliance Oversight

  • Monitor and ensure ongoing compliance with federal, state, and local employment laws (e.g., FLSA, CFRA, FMLA, FEHA, OSHA, EEO, and wage/hour regulations).

  • Conduct internal HR audits to verify accurate recordkeeping and policy implementation.

  • Maintain compliance with Title 17/22 and DDS/Regional Center contractual requirements where applicable.

  • Support investigations and prepare documentation for compliance-related matters or audits.

  • Assist in the development and maintenance of HR policies, employee handbooks, and SOPs.

2. Benefits Administration

  • Administer and manage employee benefit programs, including health, dental, vision, life insurance, 401(k), and other company-sponsored plans.

  • Coordinate open enrollment, benefits orientation, and ongoing employee education.

  • Partner with payroll to ensure accurate benefit deductions and reconciliations.

  • Serve as the point of contact between employees and benefit providers to resolve benefit-related issues.

  • Maintain accurate benefits records and ensure compliance with ACA, COBRA, and ERISA requirements.

3. HR Operations & Employee Support

  • Maintain and update employee files, I-9 documentation, and confidential HR data in HRIS/Paycom.

  • Support onboarding and offboarding processes, including new hire paperwork, background checks, and exit interviews.

  • Assist with employee relations matters, ensuring fair and consistent policy application.

  • Support performance evaluation cycles and merit increase processes.

  • Provide general HR support and respond to employee inquiries with a high level of confidentiality and professionalism.

4. Reporting & Continuous Improvement

  • Prepare compliance and benefits-related reports as needed (EEO-1, ACA filings, OSHA logs, etc.).

  • Track leave of absences (CFRA/FMLA/LOA) and ensure documentation accuracy and timeliness.

  • Identify areas of improvement within HR processes and recommend enhancements for efficiency and compliance.

  • Stay current with changes in employment law and benefits regulations, recommending policy or procedural updates as needed.

Qualifications:

  • Education: Bachelor’s degree in Human Resources, Business Administration, or related field required.

  • Experience: Minimum of 3–5 years of progressive HR experience, with at least 2 years focused on compliance and/or benefits administration.

  • Certifications: PHR/SPHR or SHRM-CP/SCP preferred.

  • Skills:

    • Strong understanding of California labor laws and benefits compliance.

    • Excellent organizational skills with high attention to detail.

    • Ability to handle confidential information with discretion.

    • Strong written and verbal communication skills.

    • Proficient in HRIS systems (Paycom preferred) and Microsoft Office Suite.

Work Environment:

This position operates in a professional office environment and may support multiple locations and entities remotely or on-site as needed. Occasional travel within California may be required for audits, training, or site visits.
