Position Overview

We are seeking a highly motivated and versatile HR Generalist to lead internal HR operations while also contributing to business development through external HR consulting services. This is a dual-role opportunity offering exposure to both corporate HR management and client-facing consulting work.

Key Responsibilities Internal HR Management (Citadel HMC Team)

  • Manage the entire employee lifecycle: recruitment, onboarding, performance, payroll, compliance, and offboarding.
  • Develop and enforce HR policies and procedures in line with UAE labor law and company values.
  • Drive employee engagement, training, and retention strategies.
  • Oversee HR systems, documentation, and ensure compliance with legal and regulatory requirements.
  • Support leadership in workforce planning and organizational development.

Client-Facing HR Consulting & Business Development

  • Identify and onboard new clients for Citadel’s outsourced HR services.
  • Act as an HR advisor to clients: recruitment, compliance audits, HR policies, and employee relations.
  • Maintain strong client relationships and ensure high levels of satisfaction and service delivery.
  • Collaborate with the Business Development team to pitch HR services, prepare proposals, and close deals.
  • Keep up-to-date with industry trends to design innovative HR solutions for clients.

Qualifications & Requirements

  • Bachelor’s degree in HR, Business Administration, or related field (Master’s preferred).
  • Minimum 3 years of UAE-based HR experience, preferably in the healthcare sector.
  • Proven experience in HR operations and client servicing or consulting.
  • In-depth knowledge of UAE labor law and HR best practices.
  • Excellent communication, interpersonal, and negotiation skills.
  • Ability to manage multiple priorities in a fast-paced, consultancy-driven environment.
  • Strong business acumen and ability to build client relationships.

Job Requirements

  • Location: Candidates must be based in Dubai or willing to relocate before starting
