Our team's responsibilities consist of a variety of HR duties including helping employees with benefits, coordinating wellness initiatives, hiring top talent, conducting new employee orientation, managing employee data, administering leave programs, handling employee relations issues, interpreting policy, talent development, training, delivering presentations, and visiting field offices across the Odessa District's twelve counties. Position Description


Performs responsible human resources-related work in a district or the Human Resources Division. Work involves coordinating and communicating sensitive information; and maintaining confidentiality. Work requires contact with management, employees, retirees, health care providers; and state and federal agencies. Employees at this level follow standard practices that do not require frequent supervision of details. Will be trained in tasks to work independently.

Essential Duties:

HR Generalist I

  • Participates in hiring program activities, including, but not limited to coordinating and/or managing job openings, screening employment applications, and processing new hires.

  • Enters and maintains data such as applicant, salary, and benefits transactions using a Human Resources Information Management System (PeopleSoft).

  • Conducts new employee orientation, and may assist with annual enrollment, employee forums or human resources-related meetings.

  • Prepares, reviews, processes, and explains correspondence, reports, forms, and transactions.

  • Files and maintains employment applications, personnel records and related files.

  • Generates and analyzes automated reports regarding human resources activities.

  • Keeps abreast of applicable rules, regulations, policies, and procedures.

  • Prepares and distributes all notifications.

  • Represents the Department at job fairs and benefit fairs.

  • May serve as point of contact for certain HR Programs.

  • Provides intake distribution regarding questions from employees, supervisors, managers, districts, and divisions on human resource policies and procedures via computer, phone, or in person.

  • Performs other job responsibilities as assigned.

HR Generalist II:

All the above and:

  • Interprets human resources policies and procedures and pertinent state/federal rules and regulations with guidance from supervisor or Lead Worker.

  • Responds to inquiries and complaints regarding human resources policies and procedures.

  • Provides guidance to management on sensitive issues in the areas, such as substance abuse and employee discipline.

  • Review and manage routine medical related employee needs, including Family Medical Leave Act (FMLA) and Americans with Disabilities (ADA). All non-routine cases should be referred to the lead or supervisor.

HR Generalist III:

All the above and:

  • Plans and Coordinate projects.

  • Develops and/or provides human resources training.

  • Develops procedures manuals and training educational and information materials for programs

  • Serves as a subject matter expert to other human resources professionals.


Minimum Qualifications

HR Generalist I:

Education: Bachelor's Degree in any discipline. Relevant work experience may be substituted for education on a year per year basis. Substitutions for Minimum Qualifications

Experience: No experience required.

Licenses and Certifications: Valid driver’s license. This position requires driving a state vehicle.

Human Resources Generalist II:

Education: Bachelor's Degree in any discipline. Relevant work experience may be substituted for education on a year per year basis. Substitutions for Minimum Qualifications

Experience: 1 year human resources-related experience. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis.

Licenses and Certifications: Valid driver’s license. This position requires driving a state vehicle.

Human Resources Generalist III:

Education: Bachelor's Degree in any discipline. Relevant work experience may be substituted for education on a year per year basis. Substitutions for Minimum Qualifications

Experience: 2 years human resources-related experience. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis.

Licenses and Certifications: Valid driver’s license. This position requires driving a state vehicle.

Competencies:

Some knowledge of:

  • Human Resources administrative practices and procedures

  • Federal and state laws, regulations, and guidelines governing the human resource field

  • Applicable human resources management and information systems

Some skill in:

  • Public relations for maintaining effective working relationships with individuals and groups, both internal and external

  • Meeting deadlines

  • Administrative support practices and procedures to include writing, editing, and report writing techniques, recording meeting notes, record keeping and records management

  • Prioritizing and organizing work assignments

  • Using standard office equipment

  • Preparing and maintaining confidential and sensitive records, files and reports

  • Using computers, applicable programs, applications, and systems

Ability to:

  • Communicate effectively

Other Attributes:

  • Exercises logic and reasoning to define problems, establish facts and draw valid conclusions, makes decisions that support business objectives and goals


Physical Requirements and Working Conditions:

  • Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools

  • Sitting-prolonged periods of time

  • Repetitive Motion-substantial movements of the wrists, hands, and/or fingers

  • Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
