Location: Inpatient Psychiatric Hospital Setting
Position Summary
The Manager of Human Resources provides strategic leadership and operational oversight for all human resources functions within an inpatient psychiatric hospital. This role ensures the development, implementation, and management of HR policies and programs that support high-quality patient care, workforce stability, regulatory compliance, and a positive organizational culture. The Manager partners closely with executive leadership to align human capital strategies with the hospital’s mission, values, and clinical objectives.
Essential Duties and Responsibilities
Strategic Leadership
- Develops and executes HR strategies that support clinical operations, patient safety, and organizational goals.
- Serves as a strategic advisor to executive leadership on workforce planning, organizational development, and employee engagement.
- Leads HR initiatives related to growth, restructuring, and culture transformation.
Regulatory Compliance & Risk Management
- Ensures compliance with all federal, state, and local employment laws and healthcare regulations (e.g., labor laws, licensure requirements, background checks).
- Oversees compliance with regulatory bodies such as Joint Commission, CMS, and state mental health authorities as related to HR functions.
- Manages investigations, employee relations matters, grievances, and disciplinary actions.
- Mitigates organizational risk through best-practice HR policies and documentation.
Talent Acquisition & Workforce Planning
- Oversees recruitment, hiring, onboarding, and retention strategies for clinical and non-clinical staff.
- Develops staffing plans in partnership with nursing, medical, and operations leadership.
- Ensures innovative sourcing strategies for hard-to-fill positions (psychiatrists, nurses, therapists, etc.).
Compensation, Benefits & HRIS
- Oversees compensation structures, benefits programs, and performance incentive plans.
- Conducts market analyses to ensure competitive and equitable pay practices.
- Manages the HRIS, payroll coordination, and data analytics to inform executive decision-making.
Employee Relations & Performance Management
- Develops and administers performance management systems.
- Coaches leaders on progressive discipline, conflict resolution, and leadership development.
- Leads initiatives to improve engagement, morale, retention, and professional growth.
Training & Organizational Development
- Oversees mandatory clinical and non-clinical training programs.
- Ensures ongoing compliance with required competencies (e.g., CPI, HIPAA, trauma-informed care).
- Develops leadership training and succession planning programs.
Safety, Wellness & Culture
- Partners with Safety and Clinical Leadership on workplace safety initiatives.
- Develops wellness programs to support staff resilience and reduce burnout in a behavioral health environment.
- Supports ethical workplace standards.
Supervisory Responsibilities
- Directly supervises Recruiters, and HR Generalists.
- Responsible for department budgeting, staffing, and performance oversight.
Qualifications
Education
- Bachelor’s degree in Human Resources, Business Administration, Healthcare Administration, or related field (required).
- Master’s degree preferred (MBA, MHA, or MS in HR).
Experience
- Minimum of 5 years of progressive HR leadership experience.
- At least 2 years in a healthcare setting, preferably behavioral health or inpatient psychiatric services.
- Demonstrated experience with regulatory compliance, labor relations, and clinical workforce management.
Certifications (Preferred)
- SHRM-SCP, SPHR, or equivalent HR certification.
Knowledge, Skills & Abilities
- Expert knowledge of employment law, healthcare HR compliance, and labor regulations.
- Strong understanding of clinical credentialing, licensure tracking, and background screening.
- High level of emotional intelligence and conflict resolution skills.
- Proven ability to lead in high-acuity, high-stress healthcare environments.
- Excellent communication, presentation, and negotiation skills.
- Advanced analytical and strategic planning abilities.
- Ability to handle confidential information with integrity and discretion.
Working Conditions & Physical Requirements
- Primarily office-based in a hospital environment.
- Occasional on-call support for critical HR and employee relations issues.
- Ability to navigate clinical units and interact with staff in patient-care areas.
- May be exposed to emotionally sensitive situations involving patients and staff.
