A growing, Houston-based professional services firm, G&A Partners is currently seeking a HR Manager to join its team at the corporate office or G&A satellite office.

Summary:
The HR Manager oversees a portion of the HR Shared Services team. This could include HR Advisors, Leave of Absence, Prism PTO team, and/or other HR-related functions within the Shared Services department.
This role includes direct oversight of both exempt leaders, exempt and non-exempt staff as well as indirect oversight of larger teams. The HR Manager is responsible for both the day-to-day operations of these teams, supporting any service level, as well as the strategic direction of the HR Shared Services team. This role requires an experienced leader and deep expertise in Human Resource administration, focusing heavily on 50-state compliance in areas such as Employee Relations, Employment regulations, Leave of Absence Management, PTO design, and HR deliverables such as handbooks and policy creation and review. The HR Manager will be responsible for significant project work, leadership and advice on federal, state, and local employment laws, the ability to manage complex HR cases, escalations with direct client contact and authority to rectify service issues as appropriate.
The responsibilities of the HR Manager, when executed well will drive client satisfaction, employee development and morale, and lead the vision of executing HR services, with the ability to scale up, in a growing PEO.

Responsibilities:
- Direct the overall work activities of direct and indirect reports to achieve established operational and financial standards. This includes budget management and adherence to company policies and expectations.

Provide best practice advice and solutions to clients and team members. Stay current on federal, state, and local employment regulations and changes.

Identify and manage project work to include process documentation, process improvement, compliance initiatives, efficiency opportunities, and training

Manage escalations of client or internal service or compliance concerns, providing guidance or direct involvement when necessary. Coordinate with leadership in Client Advocacy when negotiating client satisfaction measures

Provide support to team members and other internal stakeholders for HR support or advice

Manage the team with an environment conducive to their engagement, professional development, and continual improvement.

Manage the department Key Performance Indicators (KPI) and Service Level Agreements (SLA). Provide monthly, quarterly and annual reporting in these areas. This includes regularly seeking feedback from internal and external stakeholders regarding the quality and timeliness of the team’s support.

Engage with and manage relationships with vendors

Must become strongly familiar with other products, processes and technologies G&A offers clients as well as how those interact with the HR Shared Services teams.

Develop processes by which UI rates may be forecasted prior to rates being released to ensure the organization can prepare the business development team for future pricing, among other thing

Establish a regular cadence of executive reporting demonstrating the efficacy of the UI department
Supervisory Duties

Approve time sheets, PTO requests, meeting the bi-weekly deadline for payroll processing

Train, develop, and coach team members

Conduct monthly one-on-one meetings with all direct reports, quarterly one-on-one meetings with indirect reports

Administer performance reviews, other areas of performance management

Hiring decisions, compensation changes, disciplinary action as appropriate
Other Duties:

Travel may be required as needed to meet G&A’s operational needs and clients’ needs.

Qualifications:
Education:
-
A bachelor’s degree in business, Human Resources or a related field is preferred.

A master’s degree in business, Human Resources, or a related field is a plus.
Skills & Experience:
-
12 - 18 years of progressive responsibility working in a multi-state compliance role.

Experience managing multiple people
-
Previous PEO or other multi-employer experience is helpful

Experience with project or program management involving business and process organization components.

Demonstrated experience in cross-departmental collaboration.

Experience working with state and federal legislation and regulatory processes, including but not limited to wage and hour, employee relations, leave of absence, and ADA.
Computer Skills:

Proficient in Microsoft Excel and Word.

Ability to learn new systems quickly and incorporate their use as appropriate.

Experience with multi-employer payroll and/or HR systems preferred. Prior HRP/PrismHR knowledge is a plus.
Certifications/Licenses:
-
HR, Payroll, or other related certification preferred.

Salary: Starting wage is $110,000-$150,000 The starting range represents the low and high end of the G&A Partners’ range for this position. Actual wages will vary and may be above or below the range based on various factors including but not limited to location, experience, and performance. The range listed is just one component of G&A’s total compensation package for employees. Other rewards may include commissions, annual bonuses, and program specific rewards.
