The HR Manager will lead the full HR function for a large-scale Facility Management organization, ensuring effective manpower planning, operational HR delivery, compliance with Qatar Labour Law, and alignment of HR strategy with multi-site FM operations.
Key Responsibilities
- Strategic HR Leadership
- Design and implement HR strategies aligned with FM operational goalsPartner with senior leadership for workforce planning and organizational structuringDrive HR transformation initiatives across multiple sites and business units
- Recruitment & Manpower ManagementOversee end-to-end recruitment for large-scale FM workforce (technical, soft services, and corporate roles)Manage bulk hiring cycles for technicians, supervisors, engineers, and support staffEnsure timely mobilization of workforce for ongoing and new projects
- Employee Relations & EngagementManage complex employee relations cases, grievances, and disciplinary actionsBuild engagement strategies for large, diverse, multicultural workforceStrengthen retention strategies in high-turnover operational environments
- HR Compliance & GovernanceEnsure full compliance with Qatar Labour Law, immigration, and visa regulationsOversee contracts, renewals, and documentation accuracySupport internal/external audits and HR compliance reporting
- Performance & DevelopmentImplement and manage performance management systems across all levelsIdentify training needs for FM technical teams and supervisory staffDrive leadership development and succession planning
- Payroll & HR Operations OversightSupervise payroll inputs, attendance systems, and leave management processes
- Ensure HRIS accuracy and operational HR efficiencyCoordinate with finance on compensation and benefits administration
Requirements
- Bachelor’s degree in Human Resources, Business Administration, or related field (Master’s preferred)
- 12+ years of overall HR experienceMinimum 5 years in a managerial HR roleProven experience in Facility Management, Construction, Engineering, or Contracting industry
- Strong exposure to GCC / Qatar Labour Law and workforce regulationsExperience managing large workforce (blue-collar + white-collar mix)
- Strong leadership in multi-site operational environmentsExcellent stakeholder management and communication skills
