HR Officer (Construction Company)

Job Summary

We are seeking a proactive and experienced HR Officer to manage day-to-day HR operations within a contracting environment. The role involves handling recruitment, employee relations, compliance, and workforce management, with a strong focus on contractor and site-based labor.

Key Responsibilities:

Recruitment & Onboarding

- Manage end-to-end recruitment for technical, labor, and administrative roles

- Coordinate manpower requirements with project teams

- Conduct screening, interviews, and hiring processes

- Handle onboarding, documentation, and employee orientation

Employee Relations

- Address employee concerns and grievances across sites and office

- Support disciplinary actions and conflict resolution

- Maintain a positive and productive work environment

HR Operations

- Maintain employee records, contracts, and HR systems

- Prepare offer letters, contracts, and HR documentation

- Monitor attendance, leave, and overtime records

Compliance & Administration

- Ensure compliance with UAE labor laws and company policies

- Manage visa processing, labor cards, and renewals

- Coordinate with PRO and government authorities

Payroll & Benefits Support

- Assist in payroll preparation and data validation

- Track benefits, allowances, and deductions

Training & Development

- Coordinate training programs, especially safety and compliance training

- Maintain training records and certifications

Contractor & Labor Workforce Management

- Coordinate recruitment and deployment of skilled and unskilled labor

- Manage subcontractors and labor supply agencies

- Monitor attendance, productivity, and workforce allocation across sites

- Oversee labor camp operations including accommodation and transport

- Conduct site visits to ensure workforce welfare and compliance

- Handle labor grievances and disciplinary issues on-site

- Ensure timely renewal of visas, permits, and IDs for labor workforce

- Maintain accurate labor records (headcount, trades, nationalities)

- Verify and approve subcontractor timesheets before payroll

- Ensure compliance with HSE standards and company safety policies

- Coordinate safety inductions, toolbox talks, and training sessions

- Support mobilization and demobilization of workers

- Ensure proper PPE distribution and usage on-site

- Liaise with project managers regarding manpower needs

- Assist in audits, inspections, and labor compliance reviews

Requirements

- Bachelor’s degree in Human Resources, Business Administration, or related field

- 3–5 years of HR experience, preferably in contracting/construction

- Strong knowledge of UAE labor law and visa processes

- Experience managing blue-collar and white-collar workforce

- Excellent communication and organizational skills

- Proficiency in MS Office and HR systems

Preferred

- Experience in large-scale labor management

- Multilingual skills (English required; Arabic/Hindi/Urdu is a plus)
