HR & Payroll Administrator

Caliagua Inc. is seeking a HR and Payroll Administrator to support operations at our Fullerton office. Caliagua, Inc., a subsidiary of Azuria Water Solutions, is a general engineering contractor. Since 1978, our engineering and construction skills have served our clients in the private, commercial and building sectors working in the waterworks and wastewater industries, including the public agencies. We are California State licensed, with A and B licenses, and C-4 and C-36 specialty licenses. We specialize in the construction of Pumping Stations, Pipelines, Treatment Plants, Reservoirs, Aqueducts, Cooling towers, and numerous other projects.

QUALIFICATIONS

  • 2 years of payroll experience, preferably in engineering or construction

  • Knowledge of labor compliance forms DAS140, DAS142, Fringe Benefit Statements, Labor Law checklists, Union Status Letters

  • Experience with Union payroll and associated fringe benefits

  • Certified Payroll tracking

  • Experienced with payroll system ideally Sage, and Microsoft Excel and Word

  • Electronic filing, scanning, and copying

  • Requires excellent communication and interpersonal skills, including verbal and written communication

  • Knowledge of office management systems and procedures

  • Construction payroll experience is a plus

  • Competitive Hourly pay rate of $35 to $40 per hour depending on experience

RESPONSIBILITIES

  • Process weekly payroll using Sage software

  • Prepare and process payroll deductions including taxes, benefits, and garnishments

  • Maintain payroll system accuracy for new hires, terminations, compensation changes, and direct deposit updates

  • Review, audit, and reconcile timesheets and employee time balances

  • Resolve employee payroll inquiries and discrepancies

  • Ensure compliance with California wage laws and Collective Bargaining Agreements

  • Process monthly union contributions

  • Submit weekly 401(k) deposits

  • Prepare and process prevailing wage certified payroll reports

  • Monitor and review subcontractor certified payroll reports for compliance

  • Process employee onboarding, terminations, promotions, and compensation changes

  • Maintain and update office policies and procedures

  • Manage office operations including ordering supplies and maintaining vendor relationships

  • Provide administrative support to office visitors and staff

  • Process employee reimbursements

  • Assist the Estimating Department with general information for bid documentation and bid bond requests
