HR Policy Consultant (Project-Based)

Job Title: HR Policy Consultant (Project-Based) – HRmony Project

Location: Qatar (on-site preferred; remote/hybrid considered)

Project: HRmony (HR Policy Enhancement and Consolidation Project)

About the Role

We are seeking a highly qualified HR Policy Consultant for a transformative project focused on enhancing, consolidating, and ensuring legal compliance of our company’s Human Resources policies and procedures. The consultant will work closely with senior leadership and cross-functional teams to standardize, optimize, and align HR policies with local regulations and best practices adopted by leading listed companies.

Scope of Work

  • Policy Review & Assessment:
  • Conduct a detailed review of current HR policies and procedures.
  • Identify gaps, inconsistencies, duplications, and outdated content.
  • Benchmark against industry practices, ensuring local labor law compliance.
  • Legal Compliance & Alignment:
  • Align policies with Qatari Labor Law and relevant regulations.
  • Facilitate stakeholder workshops to gather input and feedback.
  • Ensure clarity, consistency, and full legal alignment of all policy documentation.
  • Policy Consolidation & Enhancement:
  • Merge overlapping or related policies for clarity and accessibility.
  • Standardize structure, language, and tone across all policies.
  • Recommend and draft new or missing policies as needed.
  • Stakeholder Engagement:
  • Collaborate with Legal, Finance, IT, Operations, and other departments on cross-functional policy areas.
  • Facilitate policy workshops and incorporate department head feedback.
  • Policy Drafting & Finalization:
  • Draft and submit revised policies for approval.
  • Present key changes to HR leadership.
  • Deliver a finalized, consolidated HR Policy Manual (editable and PDF formats) and standardized templates.

  • Policy Gap Assessment Report
  • Revised and Consolidated HR Policies (editable format)
  • Compliance Report with Legal Alignment Summary
  • Standardized Policy Templates
  • Final HR Policy Manual
  • Presentation to HR Leadership

Consultant Requirements

  • Proven experience in HR policy development and compliance advisory
  • Strong understanding of Qatari Labor Law
  • Background in corporate HR policy consulting or legal advisory (preferred)
