Golden Link Group is a diversified organization operating across multiple business functions in the UAE, with active operations in Dubai and Ras Al Khaimah. We are looking for a capable and dependable HR / PRO professional who can manage both human resources administration and government liaison / public relations officer responsibilities for the Group.
This role is ideal for someone who understands that the position supports a group of companies, not just a single office, and can effectively coordinate employee matters, labor and immigration processes, and government-related documentation across multiple locations.
Role Summary
The HR / PRO will be responsible for handling end-to-end HR operations, employee documentation, visa and labor processes, company licensing support, and coordination with relevant UAE government authorities. The role requires regular coordination for operations in both Dubai and Ras Al Khaimah, ensuring full compliance with labor, immigration, and administrative requirements for Golden Link Group.
Key ResponsibilitiesHR Responsibilities
- Manage day-to-day HR administration for Golden Link Group entities in Dubai and Ras Al Khaimah.
- Handle employee onboarding, induction, documentation, and joining formalities.
- Prepare employment contracts, offer letters, salary certificates, NOCs, warning letters, experience letters, and other HR letters.
- Maintain and update employee records, personal files, and HR databases.
- Coordinate probation confirmations, contract renewals, leave records, attendance-related documentation, and employee status updates.
- Support recruitment coordination, including interview scheduling, document collection, and joining processes.
- Ensure compliance with UAE Labour Law and internal HR policies.
- Coordinate employee medical insurance, Emirates ID, labor card, and other statutory requirements.
- Assist management with HR reporting, employee matters, and administrative follow-up.
- Support employee relations and address basic staff concerns in coordination with management.
PRO / Government Liaison Responsibilities
- Handle all visa, labor, immigration, and Emirates ID processes for employees across the Group.
- Process new employment visas, renewals, cancellations, status changes, and dependent-related documentation where required.
- Liaise with relevant authorities such as MOHRE, GDRFA, ICP, free zones, municipalities, economic departments, chambers, immigration offices, and other government bodies.
- Manage company trade license renewals, establishment cards, immigration cards, labor files, and related official documentation.
- Track expiry dates of licenses, permits, visas, labor cards, passports, insurance, and other statutory documents to ensure timely renewals.
- Prepare and submit applications, forms, supporting documents, and approvals required for government and regulatory processes.
- Coordinate typing centers, Amer/Tasheel, medical centers, courier services, and other external service providers.
- Ensure compliance with all legal and procedural requirements related to company and employee documentation.
- Handle document attestation, notarization, translation, and other official processes when required.
- Maintain proper records of all submissions, approvals, renewals, and government transactions.
Administrative / Coordination Responsibilities
- Coordinate between different Golden Link Group offices, departments, and management regarding HR and PRO requirements.
- Travel or coordinate work between Dubai and Ras Al Khaimah as required by operational needs.
- Maintain confidentiality of employee and company information.
- Provide timely updates to management on pending applications, renewals, compliance requirements, and employee documentation status.
- Support general administration and operational documentation when required.
Requirements
- Proven experience as an HR / PRO in the UAE.
- Strong knowledge of UAE labour law, visa processes, labor/immigration procedures, and company documentation requirements.
- Experience dealing with government departments and online portals in the UAE.
- Ability to handle operations across multiple companies / group structure is preferred.
- Experience supporting businesses with activities in Dubai and Ras Al Khaimah will be an advantage.
- Strong documentation, follow-up, and organizational skills.
- Good communication skills in English; Arabic is an advantage.
- Proficient in MS Office and HR/admin documentation.
- Valid UAE driving license is preferred.
- Ability to work independently, manage deadlines, and handle confidential matters professionally.

What We Are Looking For
We are looking for someone who understands that this is a group-level role supporting Golden Link Group across Dubai and Ras Al Khaimah, and who can take ownership of both employee-related HR processes and government-related PRO matters in a structured and professional manner.
Job Type: Full-time
Pay: AED4,000.00 - AED7,000.00 per month
