Role Overview

We are seeking a technically strong HR Recruiter to take full ownership of end-to-end recruitment across our engineering and project support functions.

This is a technical talent acquisition position focused on sourcing, evaluating, and securing professionals in:

  • MEP Engineering (Mechanical, Electrical, Plumbing, ELV)
  • QA/QC Inspection & Quality Engineering
  • Commissioning Management & Site Commissioning Teams
  • Building Services disciplines
  • Site-based supervisory and technical roles

You will be responsible for building and managing high-quality talent pipelines that directly support ongoing and upcoming construction project mobilisations.

Key Responsibilities

Full-Cycle Technical Recruitment

  • Own end-to-end recruitment for all technical and support roles across SESC projects
  • Assist in translating project manpower requirements into structured job descriptions and competency profiles
  • Manage fast-moving hiring demands linked to project award cycles and site mobilisation timelines

Technical Sourcing & Talent Pipeline Development

  • Source candidates through LinkedIn, Indeed, GulfTalent, agency networks, and direct headhunting
  • Build and maintain pipelines for recurring technical roles
  • Manage relationships with specialist recruitment agencies across GCC construction and engineering markets
  • Maintain an active database of pre-qualified engineering talent for rapid deployment needs

Screening & Technical Pre-Assessment

  • Evaluate CVs against technical engineering criteria (certifications, site experience, system exposure)
  • Conduct structured screening calls assessing availability, technical fit, salary expectations, and visa readiness
  • Coordinate interview scheduling with operations and engineering teams
  • Prepare structured candidate shortlists with clear evaluation rationale

Offer & Hiring Coordination

  • Manage offer process in line with approved salary structures and HR governance
  • Support document verification (certifications, passports, experience validation)
  • Ensure smooth handover to HR operations for visa processing and onboarding

Recruitment Operations & Compliance

  • Maintain ATS / recruitment tracker aligned with ISO 9001:2015 documentation standards
  • Track recruitment KPIs including time-to-fill, source-of-hire, and offer acceptance rates
  • Ensure compliance with UAE Labour Law and Emiratisation (NAFIS) requirements
  • Always maintain audit-ready recruitment records

Stakeholder Coordination

  • Work closely with Head of HR and Engineering / Operations teams
  • Align hiring plans with project execution timelines
  • Provide structured recruitment updates and pipeline reporting

Requirements

Experience

  • Minimum 3 years in recruitment, with strong exposure to technical or engineering hiring
  • Prior experience recruiting in MEP, QA/QC, commissioning, or construction sectors is essential
  • GCC experience (UAE preferred) strongly advantageous
  • Experience working with agencies and direct sourcing models
  • Familiarity with high-volume, fast-turnaround project hiring environments

Technical Knowledge

  • Understanding of engineering certifications such as:

CSA, CSWIP, BGAS, CompEx, NEBOSH, LEEA, PASMA/IPAF, LEED

  • Awareness of construction project lifecycle and site mobilisation requirements
  • Familiarity with UAE labour processes, visas, and recruitment compliance
  • Experience using LinkedIn Recruiter, job boards, and ATS systems

Education

  • Bachelor’s degree in HR, Business Administration, Psychology, or related field
  • CIPD (or equivalent HR qualification) preferred

Skills

  • Strong ability to assess technical CVs independently
  • High attention to detail in structured recruitment processes
  • Excellent communication and stakeholder management skills
  • Ability to manage multiple urgent hiring requirements simultaneously
  • Strong reporting and documentation discipline
