Job Description
YRCI is seeking full-time Human Resources (HR) Specialist, Associate to support our HR Remote Operations Center (HRROC™), located in Reston, VA. YRCI’s HRROC™ is a Shared Service Center that supports multiple Federal agencies and offers a friendly, collaborative team environment with access to training from industry experts!
The Role
- Although the YRCI home office is located in Reston, VA, this position is fully remote.
- Assist with intake processing, data entry, file management, and workload coordination as directed by the HR Specialist, Team Lead, or Supervisor.
- Support the HRROC™ with a variety of Onboarding activities to include:
- Extend offers of employment to selected candidates within the guidelines of Office of Personnel Management (OPM) compensation policy.
- Draft Tentative and Final offer letters to selected candidates.
- Request employment records through electronic Official Personnel Folder (eOPF), OPF, and Standard Form (SF)-75 data from losing agency for transfer employees.
- Respond to selectee inquiries regarding job offers.
- Review, prepare, and code Accession SF-52s per the OPM Guide to Processing Personnel Actions (GPPA).
- Compute Service Computation Dates (SCD) for leave, retirement, Thrift Savings Plan (TSP), and Reduction-in-Force (RIF) on each new employee.
- Review and process Accession SF-52s, Transfers, Promotions, Conversions and Reassignments utilizing EmpowHR.
- Execute a wide range of HR Information Systems, data bases, and retrieval methods to provide data for reporting purposes.
- Track all new hires and coordinate with Federal HR Specialists and security office.
- Update data bases to include case closeouts of uploading SF-50 actions and final Entry on Duty (EOD) paperwork.
Job Requirements
- Minimum of two (2) years of general experience with one (1) year of recent specialized experience in Federal onboarding activities to include drafting and issuing offer letters, pay setting, maintaining communication with selectees, initiating security and negotiating EODs.
- College Degree Preferred.
- Prior coding and processing of Accessions utilizing a Front-End System Interface (FESI), including EmpowHR, HR Connect, Capital HR (CapHR), or Enterprise HR and Payroll (EHRP) preferred.
- Work within a wide range of HR Information Systems; apply and interpret Federal HR laws, policies, and agency-specific operating procedures.
- Knowledge of Federal schedules and the ability to accurately set pay for all types of appointment and position change actions.
- Experience using personnel data systems such as the National Finance Center (NFC) or the Federal Personnel Payroll System (FPPS) is preferred.
- Attention to detail, data quality, and data integrity.
- Must be skilled in the use of Microsoft Office Suite (Word, Excel, PowerPoint).
- Obtain and maintain government required security clearance required.
- Must be very organized and have communicate clearly in writing and orally.
