Introduction

This position is in the D.C. Department of Human Resources (DCHR), Center for Learning and Development (CLD). The DC Department of Human Resources (DCHR) provides human resource management services that strengthen individual and organizational performance and enable the District government to attract, develop, and retain a well-qualified, diverse workforce. The Center for Learning and Development (CLD) provides training, workforce planning, and organizational development programs, and activities that increase the knowledge, skills, and competencies of District government employees, to enable them to provide the highest quality and most cost-effective services to the District of Columbia.


This position works collaboratively to provide learning solutions for Human Resource professionals, Training Coordinators, and agency leadership throughout the district to increase the capacity of learning programs and ensure alignment with the DCHR’s learning and development strategy. Create innovative learning strategies to increase the knowledge, skills, and abilities of District employees.


Duties and Responsibilities

  • Develops and implements instructional methods, standards, course materials, training aids, and new or improved applications of educational technology for District employee development training programs.
  • Develops components of web-based training curricula, training assessments, surveys, and statistical reports to identify categories of training needs and services.
  • Identifies and develops internal government and external industry resources, and curricula to meet the needs of the training plan.
  • Participates in the development of lesson plans for day-to-day classroom instruction, assists in preparing course outlines, and gears training methods to individual learning differences among employees.
  • Adapts and/or revises daily lesson plans develops and administers quizzes, evaluates trainees' progress, and counsels students as required. Develops, modifies, and/or adapts training aids and methods as necessary.
  • Provides technical guidance and expert advisory services to HR development representatives within other D.C. government agencies and departments on the implementation of training programs and organizational development interventions.
  • Evaluates and makes recommendations concerning overall plans and proposals for complex HR development projects. Develops, interprets, and analyzes data extracts and reports from automated HR databases.
  • Facilitates mandatory management supervisory courses. Provide program management for Moving into Management and Management Supervisory Suite career management areas.
  • Conducts research analysis of learning and development and make recommendations on program enhancements to increase CLD capacity.
  • Evaluates the effectiveness of learning programs by measuring the impact and value of the program on employees, facilitation, and use of quality metrics.


Qualifications & Education

At least one (1) year of specialized experience equivalent to the grade 12 level. Specialized experience is experience that has equipped the candidate with the knowledge, skills and abilities to successfully perform the work of the position that includes expert knowledge of human resource development and training principles, concepts, techniques, and guidelines.; expert in designing training programs and managing the development and implementation of different kinds of employee/management training curricula; OR an equivalent combination of education, experience and/or training.

Collective Bargaining Unit: This position is not covered under collective bargaining. This is a 13-month term position.
