A Construction HSE (Health, Safety, and Environment) Engineer oversees and enforces safety, environmental, and occupational health standards on a project site. They identify potential hazards, conduct risk assessments, ensure regulatory compliance, and promote a proactive safety culture to prevent accidents.
Key Responsibilities
- Safety & Hazard Management: Conduct routine site inspections, risk assessments (JSA/JHA), and Job Safety Analyses before beginning daily construction activities.
- Compliance & Audits: Enforce strict adherence to both international standards and local regulatory frameworks (e.g., Dubai Municipality, UAE local laws, or ADNOC standards). [Incident Investigation: Lead thorough investigations of near-misses, incidents, and accidents to determine root causes and implement corrective actions.
- Training & Induction: Lead daily toolbox talks, site safety orientations for new hires, and specialized training programs (e.g., working at heights, confined space entry).
- Documentation & Reporting: Manage HSE records, prepare daily/weekly compliance flash reports, and oversee the maintenance of safety permits.
- Subcontractor Management: Review and approve contractors' Health & Safety Plans and method statements (MS/RA) to guarantee they deploy competent safety personnel.
Essential Qualifications
- Education: Bachelor's Degree or Diploma in Occupational Health, Safety, Environmental Engineering, or a related Engineering discipline.
- Certifications: Mandatory or highly preferred certifications include NEBOSH (IGC or Diploma) and OSHA.
- Experience: Typically requires 3 to 8+ years of field experience directly managing safety operations on active, large-scale construction or infrastructure sites.
