MEP HSE Engineer

MEP HSE Engineer – Job Description

An MEP (Mechanical, Electrical, and Plumbing) HSE (Health, Safety, and Environmental) Engineer is responsible for implementing and maintaining health, safety, and environmental standards during the installation, testing, commissioning, and maintenance of MEP systems. The role ensures compliance with UAE regulations, international safety standards, and company policies while minimizing workplace risks in high-hazard construction environments.

Key Roles & Responsibilities

Site Safety Management

  • Implement and enforce HSE policies and procedures related to MEP construction activities.
  • Ensure all mechanical, electrical, and plumbing works comply with project safety requirements, UAE regulations, and company standards.
  • Monitor daily site activities to maintain a safe working environment.

Hazard Identification & Risk Assessment (HIRA)

  • Conduct risk assessments, Job Safety Analysis (JSA), and routine site inspections.
  • Identify hazards related to electrical installations, HVAC systems, piping works, lifting operations, and machinery.
  • Recommend and implement corrective and preventive safety measures.

Permit-to-Work (PTW) System

  • Administer and monitor PTW procedures for high-risk activities including:
  • Lockout/Tagout (LOTO)
  • Hot work
  • Confined space entry
  • Working at height
  • Heavy lifting operations
  • Ensure permits are properly authorized and closed.

Incident Investigation

  • Investigate incidents, near-misses, unsafe acts, and occupational injuries.
  • Perform root cause analysis and prepare detailed incident reports.
  • Recommend corrective and preventive actions to avoid recurrence.

Training & Safety Awareness

  • Conduct HSE inductions, toolbox talks, and safety training programs.
  • Educate employees, subcontractors, and technicians on safe work practices and emergency procedures.
  • Promote a strong safety culture across all project activities.

Compliance & Auditing

  • Conduct regular HSE audits and inspections for MEP installations and construction activities.
  • Ensure compliance with:
  • UAE Labor Law
  • ADOSH-SF requirements
  • UAE Civil Defence regulations
  • ISO 45001 & ISO 14001 standards
  • Coordinate with consultants, clients, and regulatory authorities during inspections.

Documentation & Reporting

  • Maintain records of:
  • Safety inspections
  • PTW documentation
  • Training logs
  • Incident reports
  • Monthly HSE statistics and KPIs
  • Prepare HSE reports for management and client review.

Essential Requirements

Education

  • Bachelor’s Degree in:
  • Mechanical Engineering
  • Civil Engineering
  • Environmental Health & Safety

Certifications

Mandatory certifications may include:

  • NEBOSH IGC / Level 6 or Level 7 HSE Certification
  • IOSH Managing Safely
  • OSHA Certification
  • ISO 45001 & ISO 14001 awareness/auditor training

Strong knowledge of:

  • ADOSH-SF
  • UAE HSE regulations
  • UAE Labor Law
  • International construction safety standards

Experience

  • Minimum 10 years of UAE experience in construction and MEP projects.
  • Proven experience with MEP contractors or large-scale construction projects.
  • Strong understanding of:
  • Electrical safety
  • HVAC systems
  • Plumbing and piping installations
  • Construction risk management
  • Permit-to-work systems

Pay: AED8,000.00 - AED10,000.00 per month
