JOB PURPOSE:
Responsible for the overall safety and well-being of all company employees, suppliers, subcontractors, and visitors on project sites. Develops and leads the HSE strategy, ensures compliance with legal and client requirements, fosters a strong safety culture, and manages HSE resources, audits, and reporting across the project.
KEY ACCOUNTABILITIES:

Develop and implement the project HSE strategy, aligning with corporate goals and client requirements.

Lead and manage a team of Senior HSE Engineers, HSE Engineers, and Officers; conduct performance reviews and training.

Serve as the primary HSE liaison with clients, consultants, and regulatory authorities.

Ensure compliance with local regulations, ISO 45001/14001, OSHAD, and client-specific safety standards.

Lead audits, inspections, risk assessments, and management reviews; drive continuous improvement.

Consolidate HSE data across sites, generate reports, and provide strategic insights to top management.

Develop, test, and maintain emergency response plans, conducting drills and simulations.

Forecast and manage HSE budget, resources, PPE procurement, and training programs.

Conduct HSE coordination meetings with Project Managers, Construction Heads, and clients.

Drive safety improvement initiatives, including behavior-based safety programs, digital reporting tools, and environmental monitoring.
EXPERIENCE & QUALIFICATION:

Minimum Qualification:
Level 6 Diploma in HSE (NEBOSH IDIP, IDSE, NVQ, OTHM, QUALFI) or Bachelor’s degree in Occupational Safety & Health. Bachelor’s degree must be MOFA-attested.

Certifications:
Membership in IOSH or equivalent professional body. ISO 45001 OSHMS Lead Auditor Certification, and OSHAD Adveti Certificate.

Minimum Experience:
10+ years in HSE roles within construction or infrastructure projects, with at least 3-5 years in a leadership capacity.
