Our leading construction company, based in Dubai, is seeking experienced HSE Manager whowill lead and manage Health, Safety, and Environment functions for high-rise building construction projects in line with UAE statutory requirements, client specifications, and international best practices. The role requires extensive knowledge of Dubai Municipality Construction Code of Practice, Trakhees regulations, and proven ability to drive a strong safety culture, ensuring zero harm and full compliance across all project sites.
Key Responsibilities
1. HSE Leadership & Compliance
- Develop, implement, and maintain the company’s HSE Management System in line with Dubai Municipality Construction Code of Practice, and project-specific requirements.
- Lead HSE initiatives across high-rise building projects, ensuring compliance with Trakhees, EHS, and other local authority safety requirements.
- Ensure compliance with the Dubai Municipality Safety Code of Construction Practice for Building & Civil Engineering Works.
- Oversee compliance with client-specific safety requirements and project HSE plans.
2. Risk Management & Incident Control
- Conduct detailed risk assessments, method statement reviews, and hazard identification specific to high-rise works (including work at height, crane operations, scaffolding, hoisting, and formwork).
- Lead incident investigations, root cause analysis, and implement corrective/preventive measures.
- Ensure accurate reporting and documentation of all HSE incidents, inspections, and audits.
3. Certification & Authority Liaison
- Maintain and update the company’s Trakhees Accreditation and ensure all HSE staff are trained/certified accordingly.
- Ensure compliance with SARs Card requirements for site safety professionals and manage renewals.
- Liaise with Dubai Municipality, Trakhees, EHS, and other regulatory bodies for project approvals, safety inspections, and audits.
4. Training & Culture Development
- Deliver Toolbox Talks, HSE induction, and awareness training for all site personnel.
- Promote a proactive safety culture across all levels of the workforce.
- Ensure workers, subcontractors, and site supervisors are trained in safe work procedures and emergency response.
5. Monitoring & Reporting
- Monitor daily site activities, ensuring strict compliance with HSE procedures.
- Prepare and submit HSE performance reports (daily, weekly, and monthly) to management and clients.
- Track and report on HSE KPIs, including incident rates, audit scores, and corrective actions closure.
Qualifications & Requirements
Education & Certification:
- Bachelor’s Degree in Engineering / Occupational Health & Safety or equivalent.
- NEBOSH IGC (International General Certificate) – Mandatory.
- SARs Card holder – Mandatory.
- Valid UAE Visa as Safety Officer / HSE Manager – Mandatory.
- Trakhees Accreditation (exam passed) OR experience on Trakhees-accredited projects – Mandatory.
Experience:
- Minimum 10-15 years working in the role of HSE Manager in the UAE construction sector, with at least 10 years in high-rise building projects (25+ floors).
- Proven track record in managing HSE teams on large-scale high-rise developments.
- Strong knowledge of Dubai Municipality Construction Code of Practice and UAE Federal HSE laws.
Skills & Competencies:
- Strong leadership and team management skills.
- Excellent communication and report writing abilities.
- Proficient in risk assessment, incident investigation, and root cause analysis.
- Ability to work under pressure and manage multiple priorities across project sites.
