Job Summary
An HSE Manager in construction is responsible for ensuring a safe and healthy work environment for all employees by developing and implementing safety policies, conducting risk assessments, and ensuring compliance with relevant regulations.
- Develop, implement, and continuously improve the organization's Health, Safety, and Environmental (HSE) management system, aligned with international standards (e.g., ISO 45001, ISO 14001).
- Formulate and disseminate HSE policies, procedures, and guidelines across the project
- Ensure strict adherence to all relevant health, safety, and environmental laws, regulations, and industry standards (e.g., local environmental agencies, labor laws, specific industry codes).
- Act as the primary liaison with regulatory agencies during inspections and audits.
- Oversee comprehensive risk assessments, hazard identification, and environmental impact assessments across all operations.
- Develop and implement effective control measures (engineering, administrative, PPE) to mitigate identified risks and prevent accidents, injuries, and environmental incidents.
- Manage hazardous materials handling, storage, and disposal in accordance with regulatory requirements.
- Establish and manage incident reporting, investigation, and analysis processes. Lead or oversee investigations into accidents, near-misses, and environmental incidents, ensuring root causes are identified and corrective/preventive actions are implemented effectively.
- Develop, implement, and regularly test emergency response plans, including fire safety, medical emergencies, and environmental spills. Coordinate and participate in emergency drills.
- Design, develop, and deliver robust HSE training and awareness programs for all employees, contractors, and new hires.
- Champion a proactive safety culture, promoting employee engagement, accountability, and participation in HSE initiatives.
- Conduct regular safety meetings and toolbox talks.
- Plan and conduct regular internal HSE audits and inspections of facilities, equipment, and work practices.
- Manage external HSE audits and certifications.
- Prepare and present detailed HSE performance reports to senior management, highlighting trends, issues, and recommendations for improvement.
- Oversee environmental performance, including waste management, pollution control, resource conservation, and sustainability initiatives.
- Identify and assess environmental aspects and impacts of company operations.
- Lead and mentor a team of HSE professionals (if applicable), fostering their professional development.
Qualification:
· Bachelor's degree in Occupational Health and Safety, Environmental Science, Engineering, or a related field Master's degree is a plus.
· 12+ years total HSE experience
· NEBOSH Diploma or equivalent (Bachelor’s/NVQ Level 4/5)
· ADOSH-SF Practitioner – Grade A or B Registration
· ISO 45001 Lead Auditor
· Civil site experience within UAE; Aldar or PMC exposure is an advantage
· In depth knowledge of UAE health & safety regulations
