Job Overview
The HSE Manager will represent the client in all Health, Safety, and Environmental matters for a factory construction project in Duqm. The role is responsible for ensuring that all contractors and subcontractors comply with HSE regulations, project standards, and local legislation, while promoting a strong safety culture across the project.
Key Responsibilities

Lead and oversee all HSE activities on behalf of the client

Ensure contractors comply with project HSE requirements, procedures, and Oman regulations

Review and approve HSE plans, risk assessments, method statements, and procedures

Conduct regular site inspections, audits, and safety walks

Monitor and report HSE performance, KPIs, and incident statistics

Investigate incidents, accidents, and near misses; ensure proper root cause analysis and corrective actions

Ensure implementation of permit-to-work (PTW) systems

Coordinate and participate in HSE meetings with contractors and consultants
-
Promote a proactive safety culture and continuous improvement initiatives

Verify that all workers are properly trained, inducted, and compliant with safety requirements

Ensure proper environmental management (waste control, spill prevention, etc.)

Stop unsafe work when necessary and enforce corrective actions

Liaise with local authorities and ensure compliance with regulatory requirements
Qualifications & Experience

Bachelor’s degree in Engineering, Environmental Science, Occupational Health & Safety, or related field

Minimum 8–10 years of HSE experience in construction projects

Experience in large-scale industrial or factory construction projects

Strong knowledge of international HSE standards (e.g., ISO 45001, ISO 14001)

Experience working in the Middle East is preferred

Professional HSE certification (e.g., NEBOSH, IOSH) is highly desirable

Strong leadership and communication skills

Ability to influence contractors and enforce compliance

Fluent in English (spoken and written
