As a HSE Manager – Road and Infrastructure , you will be responsible for leading, implementing, and monitoring Occupational Safety & Health (OSH) management systems across large-scale construction projects. The role ensures full compliance with local HSE regulations, international standards, and client requirements while fostering a strong safety-first culture on site. You will have full ownership of construction-phase safety performance, risk mitigation, and continuous improvement.

Managing the full OSH lifecycle during the construction phase, from planning through project completion.

Developing, implementing, and maintaining Project Safety Plans, Risk Assessments, and Method Statements in line with HSE regulations.

Ensuring all construction activities comply with applicable HSE laws, client requirements, and international standards.

Coordinating closely with clients, consultants, contractors, and internal stakeholders on all HSE matters.

Attending and leading safety meetings with clients and consultants, providing professional HSE guidance and recommendations.

Leading accident and incident investigations, preparing detailed reports, and ensuring compliance with legal and regulatory requirements.

Conducting regular HSE audits, inspections, and site assessments across projects.

Managing and closing NCRs, Notices of Improvement, site observations, and HSE non-conformities.

Leading and supervising the site toolbox talk program to promote safety awareness.

Implementing non-conformance, corrective action, and preventive action processes and reporting directly to the QHSE Manager.

Monitoring HSE performance indicators and preparing regular reports for senior management.
We Are Looking For:
- Prepare Safety Plans and Risk Assessments.

Implement construction safety plans, policies, and procedures in compliance with HSE regulations.

Attend safety meetings with clients and consultants.

Conduct accident and incident investigations; compile reports in line with legal requirements.

Perform HSE audits for projects.

Respond to and resolve NCRs, notices of improvement, site observations, and HSE discrepancies.

Lead the site safety toolbox talk program.

Implement site non-conformance, corrective, and preventive action management processes, reporting to the QHSE Manager.

Hold an OSH-related Master’s or Bachelor’s degree from an accredited university.

Have a minimum of 15 years of proven experience in the Health and Safety domain.

Preferably have experience in UAE or other Gulf countries, especially in road and infrastructure construction companies.

Hold a NEBOSH Diploma (Level 6 or above).
