HSE Officer – Job Responsibilities (Dubai, UAE)1. Compliance & Regulations
- Ensure compliance with UAE Labour Law, Dubai Municipality regulations, Civil Defense, and other local authority requirements.
- Implement company HSE policies in line with ISO 45001 (Occupational Health & Safety) and ISO 14001 (Environment) standards.
2. Workplace Safety
- Conduct daily site inspections to identify unsafe conditions, unsafe acts, and environmental risks.
- Monitor use of PPE (Personal Protective Equipment) by workers.
- Stop any unsafe work immediately and report to the Site Engineer / HSE Manager.
3. Risk Assessment & Hazard Control
- Carry out Job Safety Analysis (JSA) and Risk Assessments (RA) before work begins.
- Ensure method statements and permit-to-work systems are followed.
- Monitor high-risk activities (working at height, lifting operations, confined space, electrical works).
4. Training & Awareness
- Conduct toolbox talks, safety inductions, and refresher training for staff and labourers.
- Promote a safety-first culture on site.
5. Incident / Accident Management
- Investigate accidents, near-misses, and unsafe conditions.
- Prepare reports with root cause analysis and corrective/preventive actions.
- Liaise with authorities if required for incident reporting.
6. Documentation & Reporting
- Maintain HSE records: risk assessments, inspection reports, training logs, accident registers.
- Prepare daily/weekly HSE reports for management and clients.
- Assist in audits by consultants, clients, or regulatory authorities.
7. Emergency Preparedness
- Develop and implement site emergency response plans.
- Organize fire drills and first-aid training.
- Ensure fire-fighting equipment and first-aid kits are maintained.
8. Environmental Protection
- Monitor waste disposal, noise, dust, and emissions as per UAE environmental laws.
- Promote recycling and eco-friendly practices.
