Job Overview:

We are seeking an experienced HSE Officer to support shutdown and maintenance operations across multiple Oil & Gas sites in Sindh, Punjab, and KPK. The role focuses on ensuring strict adherence to HSE standards, enforcing project-specific safety requirements, and maintaining compliance with terminal and regulatory guidelines. The HSE Officer will monitor site activities, conduct inspections, manage incident reporting, and support emergency preparedness to maintain a safe working environment. This is a 6-month contractual position requiring strong field experience in flammable and high-risk environments, particularly within the Oil & Gas sector.

Job Responsibilities:

A. HSE Compliance & Implementation

  • Enforce project-specific HSE requirements, PTW (Permit to Work) system, and safe work procedures.
  • Ensure compliance with oil & gas terminal safety rules (e.g., hot work, confined space, working at height, hazardous areas, fuel storage and handling).
  • Conduct toolbox talks, safety briefings, and JSAs/RA reviews before task execution.
  • Ensure correct use of PPE and verify suitability for the job.

B. Monitoring & Site Safety Control

  • Continuously monitor site activities including mechanical, electrical, civil, instrumentation, excavation, fuel tank work, and loading/unloading operations.
  • Identify unsafe acts and unsafe conditions; intervene immediately and escalate when necessary.
  • Monitor contractor HSE compliance and ensure adherence to project HSE plans.

C. Inspections & Audits

  • Conduct daily site inspections and issue findings with corrective/preventive actions.
  • Inspect equipment such as fuel pumps, hoses, lifting gear, mobile equipment, fire extinguishers, grounding/bonding, and emergency systems.
  • Participate in internal HSE audits and support client audits.

D. Incident Management

  • Report and record all Near Misses, Incidents, First Aid Cases, Environmental events, and Property Damage.
  • Participate in incident investigation and root cause analysis (RCA).
  • Maintain incident logs and ensure closure of corrective actions.

E. Documentation & Reporting

  • Maintain daily HSE logs, attendance in meetings, toolbox talks records, and PTW documents.
  • Prepare daily, weekly, and monthly HSE reports as required by the client and Avanceon.
  • Support in preparing emergency response drills and maintaining ERT records.

F. Emergency Preparedness

  • Ensure availability and readiness of firefighting equipment, spill kits, gas detectors, and emergency systems.
  • Conduct emergency drills (fire, spill, evacuation) with site teams.
  • Support enforcement of terminal-specific emergency procedures.

G. Key Deliverables

  • Zero LTI and reduction in unsafe acts and conditions.
  • Effective PTW management and closure of findings.
  • Accurate and timely reporting.
  • High visibility on site through continuous engagement with the workforce.
  • Compliance with client and regulatory expectations.

Qualifications:

  • Education: Graduation or Engineering degree in any discipline.

  • Certifications: Minimum NEBOSH IGC with strong knowledge of working in flammable and hazardous environments.

  • Experience: 3–5 years of HSE experience in Shutdowns/Maintenance within the Oil & Gas sector.

  • Technical Knowledge: Understanding of PTW systems, Oil & Gas terminal safety rules, emergency response, and risk assessment processes.

  • Other Requirements:

    • Ability to work across multiple sites (Sindh, Punjab, KPK).

    • Strong reporting, communication, and coordination skills.

    • Ability to intervene, escalate, and enforce HSE requirements effectively.
