HSE Officer Elevator & escalator

Position Overview:

The HSE Officer is responsible for ensuring that all health, safety, and environmental standards are implemented, maintained, and complied with at elevator and escalator project sites. The role involves monitoring workplace safety practices, conducting risk assessments, ensuring compliance with UAE regulations, and promoting a strong safety culture among employees, subcontractors, and clients.

Key Responsibilities:Health & Safety Management

• Implement and monitor HSE policies, procedures, and programs specific to elevator and escalator installation, dismantling, testing, and maintenance activities.
• Conduct daily site inspections to identify unsafe acts, unsafe conditions, and potential hazards.
• Ensure compliance with UAE labor law, local authority regulations, and international safety standards (ISO, OSHA, NEBOSH, etc.).
• Develop, review, and update project-specific risk assessments, method statements (RAMS), and emergency response plans.
• Conduct toolbox talks, safety briefings, and training sessions to promote awareness of hazards related to lifting operations, working at heights, electrical work, and confined spaces.

Incident & Accident Management

• Investigate and report all accidents, incidents, and near-misses, ensuring root cause analysis and corrective actions are implemented.
• Maintain accurate records of safety inspections, audits, and incident reports.

Operational Safety

• Monitor compliance during critical activities such as hoisting of elevator/escalator components, shaft works, rigging, and dismantling of equipment.
• Ensure proper use of PPE, scaffolding, lifelines, hoisting tools, and lifting equipment.
• Verify that permits-to-work (PTW) are properly issued and adhered to (hot works, confined spaces, electrical isolation, working at heights).

Environmental & Welfare Compliance

• Ensure waste management, housekeeping, and environmental protection measures are in place at project sites.
• Monitor welfare facilities for workers in compliance with ALEC/Trakhees/Dubai Municipality or other main contractor requirements.

Qualifications & Experience:

• Diploma/Degree in Engineering or Occupational Health & Safety.
• NEBOSH IGC / OSHA / IOSH certification (mandatory for UAE construction projects).
• Minimum 5 years of experience as an HSE Officer, preferably in elevator/escalator in United Arab Emirates.
• Strong knowledge of UAE HSE regulations, risk management, and safe lifting practices.
• Good communication and leadership skills to influence and enforce safety culture.

Job Type: Full-time

Pay: From AED4,000.00 per month
