HSE Officers

Job Purpose:

To ensure implementation of Health, Safety, and Environmental (HSE) standards, policies, and procedures across the construction site for high-rise buildings, ensuring compliance with legal, client, and company requirements to maintain a safe working environment.


Key Responsibilities:

1. Safety Compliance & Inspections:

  • Conduct daily site inspections to identify hazards and ensure adherence to HSE procedures and safe work practices.
  • Ensure compliance with UAE Federal HSE laws, international HSE standards (e.g., ISO 45001), and local authority requirements (Dubai Municipality, Trakhees, etc.).
  • Monitor scaffoldings, work at height, crane operations, and material hoisting activities specific to high-rise construction.

2. Risk Assessment & Mitigation:

  • Prepare and review Job Hazard Analysis (JHA), Risk Assessments, and Method Statements.
  • Advise project teams on risk mitigation measures and ensure controls are implemented before work begins.

3. Incident Management:

  • Investigate incidents, near-misses, and unsafe acts; prepare reports with root cause analysis and corrective actions.
  • Maintain incident logs and lead toolbox talks on lessons learned.

4. Training & Awareness:

  • Deliver safety induction and toolbox talks for workers, subcontractors, and visitors.
  • Train staff on emergency response, safe lifting techniques, work at height safety, and PPE usage.

5. Documentation & Reporting:

  • Maintain HSE records such as permits, inspection reports, safety violation notices, and PPE issuance logs.
  • Prepare and submit weekly/monthly HSE performance reports to management.

6. Emergency Preparedness:

  • Conduct emergency drills (fire, evacuation, fall rescue) and ensure availability and maintenance of emergency equipment.

7. Stakeholder Coordination:

  • Liaise with consultants, clients, and government authorities for inspections, approvals, and audits.
  • Coordinate with the construction team to ensure safety planning in line with project schedules.

Qualifications:

  • Bachelor’s Degree in Engineering, Environmental Science, or related field.
  • NEBOSH IGC Certification (mandatory).
