Purpose/ Mission:
The HSE & Process Safety Manager is responsible for leading and managing all Health, Safety, Environment (HSE), and Process Safety activities throughout the DRI Plant lifecycle, including Engineering, Procurement & Construction (EPC), Commissioning, Start-up, and Operations.
The role ensures full compliance with regulatory requirements, company standards, and international best practices while establishing a strong safety culture and safeguarding personnel, assets, the environment, and business continuity. The position plays a critical role in managing construction safety risks, process safety hazards, and operational excellence within a high-hazard industrial environment.
Key Responsibilities:

HSE Leadership & Governance
-
Develop and implement the overall HSE strategy for the DRI Plant project and operational phases.

Establish HSE objectives, targets, KPIs, and improvement programs.
-
Ensure compliance with applicable legislation, permits, corporate requirements, and international standards.

Promote a Zero Harm culture across employees, contractors, and subcontractors.
-
Provide HSE leadership to project, operations, maintenance, engineering, and contractor teams.

Construction HSE Management
-
Lead all HSE activities during site preparation, civil works, structural erection, mechanical installation, piping, refractory works, electrical and instrumentation construction.
-
Review contractor HSE plans, risk assessments, method statements, and mobilization requirements.
-
Monitor contractor compliance with project HSE requirements.
-
Oversee high-risk construction activities including:

Heavy lifting and crane operations

Confined space entry

Excavation activities
-
Simultaneous Operations (SIMOPS)

Electrical isolation

Conduct HSE audits, inspections, and contractor performance evaluations.

Commissioning & Start-up Safety
-
Develop and implement commissioning and start-up HSE programs.
-
Ensure safe introduction of energy, process gases, utilities, and raw materials into the facility.
-
Lead Pre-Start-up Safety Reviews (PSSR).
-
Verify readiness of emergency systems, fire protection systems, gas detection systems, and critical safety barriers.
-
Participate in commissioning risk assessments and operational readiness reviews.
-
Ensure safe execution of plant start-up activities.
-
Process Safety Management (PSM)
-
Establish and maintain a comprehensive Process Safety Management system.
-
Lead hazard identification and risk assessment studies including:

HAZID

HAZOP
-
LOPA
-
Bow-Tie Analysis
-
What-if Studies
-
Manage Management of Change (MOC) processes.
-
Ensure integrity of Safety Critical Equipment and Safety Instrumented Systems.

Support Asset Integrity and Mechanical Integrity programs.

Lead investigations of process safety incidents and near misses.

Emergency Response & Crisis Management

Establish site emergency response systems.

Lead emergency preparedness planning.

Coordinate with external emergency response agencies and authorities.

Team Leadership

Build and lead the HSE organization for both project and operational phases.

Coach managers and supervisors in safety leadership and risk management.

Support workforce engagement and behavioral safety initiatives.
-
Support the Oman Project Director in all relevant tasks where requested.
Requirements/ Skills/ Experience:

Experience supporting EPC construction projects and operational facilities.

Experience in commissioning and start-up of industrial plants is highly preferred.
Required Education/ Qualification/ Training:

Bachelor's Degree or higher in Occupational Health & Safety, Chemical Engineering, Metallurgical Engineering, Environmental Engineering, Mechanical Engineering, or related disciplines.

Minimum 10 years of HSE experience in heavy industrial environments.

Minimum 5 years in a management role.
