HSE Supervisor (Highway Projects)

Location: Tabuk, Hail, Northern Borders, Al‑Qassim, Najran, Al‑Baha, Jazan

Job Purpose

Ensure the effective implementation of Occupational Health & Safety requirements across highway projects, minimizing occupational and traffic‑related risks, protecting workers and road users, and ensuring full compliance with local regulations, the Road General Authority, and client HSE standards.

Key Duties & Responsibilities

1. Site Supervision, Safety Patrols & Workers’ Accommodation Oversight

  • Supervise and monitor all HSE activities across highway project sites to ensure compliance with approved HSE procedures and Traffic Management Plans (TMP).
  • Lead scheduled HSE patrols across work zones, laydown areas, and workers’ accommodation facilities.
  • Identify unsafe acts, unsafe conditions, and non‑compliance issues; issue safety observations and stop unsafe work when necessary.
  • Follow up on corrective and preventive actions until full closure.
  • Oversee occupational health, safety, and welfare conditions in workers’ accommodation, ensuring compliance with:
  • Local labor and HSE regulations
  • Saudi Building Code (SBC)
  • Company and client HSE requirements
  • Conduct routine inspections covering:
  • Fire protection and alarm systems
  • Electrical installations
  • Kitchens, sanitation, and hygiene facilities
  • Emergency exits, evacuation routes, and first‑aid facilities
  • Coordinate with site management, camp supervisors, and subcontractors to maintain safe living and working environments.

2. Risk Management

  • Conduct Risk Assessments and Job Safety Analyses (JSA) for all site activities.
  • Identify hazards associated with working near live traffic and implement effective control measures.
  • Ensure all activities follow approved method statements and risk control procedures.

3. Inspection, Reporting & Incident Management

  • Conduct daily and weekly HSE inspections and maintain proper documentation.
  • Prepare safety reports, incident/accident reports, and near‑miss reports.
  • Investigate incidents, identify root causes, and recommend corrective and preventive actions.
  • Track and monitor closure of all safety observations.

4. Training & Awareness

  • Deliver Toolbox Talks and safety briefings to workers and subcontractors.
  • Train personnel on:
  • Safe work practices near highways
  • Proper use of PPE
  • Emergency response procedures
  • Promote a strong safety culture across all project teams.

5. Emergency Preparedness & Compliance

  • Implement and monitor Emergency Response Plans.
  • Coordinate with ambulance services, civil defense, and other emergency agencies when required.
  • Ensure compliance with:
  • Local labor and HSE regulations
  • Road General Authority requirements
  • Relevant safety standards and codes
  • Company and client HSE policies

Qualifications & Requirements

Academic Requirements

  • Diploma in Occupational Health & Safety, Engineering, or a related discipline (Diploma in HSE or similar is acceptable).
  • Bachelor’s degree is an advantage.

Experience

  • Minimum 3 years of HSE experience.
  • Preferably with experience in:
  • Highway or road maintenance projects
  • Infrastructure or transportation projects
  • Road General Authority projects (preferred)

Certifications

Mandatory / Highly Preferred

  • NEBOSH International General Certificate (IGC)
  • OSHA 30‑Hour
  • First Aid & CPR Certification

Additional Advantage

  • ISO 45001 knowledge or certification
  • Traffic Management / Road Safety Training
  • Defensive Driving Certificate
  • Kawader or similar HSE accreditation

Required Skills

  • Strong knowledge of highway and roadwork safety hazards.
  • Ability to review and implement Traffic Management Plans and HSE Plans.
  • Strong leadership, communication, and enforcement skills.
  • Excellent reporting and documentation abilities.
  • Ability to work under pressure in a site environment.
  • Proactive and firm approach to safety compliance.

Work Conditions

  • Ability to work in day/night shifts.
  • Willingness to work in varying weather conditions.
  • Mandatory use of PPE at all times.
  • Valid Driving License and personal car (transportation allowance may apply).

Languages

  • Arabic: Fluent
  • English: Good (reading, writing, reporting)
