Key Responsibilities
Promote a strong Safety Culture within the organization.
Implement and ensure adherence to the Terminal’s and Impala’s HSEQ Policies, Procedures, and Frameworks across the organization, including visitors, contractors and collaborators.
Embrace Corporate HSEQ requirements and guidelines as advised by Impala.
Maintain IMAS System requirements and records and participate in IMAS audits
Ensure that new employees, visitors, and contractors visiting the company are aware of site hazards and that the same has been cascaded through a prerequisite Safety Induction.
Maintain, and periodically assess the Terminal’s HSEQ systems, policies and procedures. Make recommendations and implement improvements as required.
Ensure all Terminal HSE equipment and facilities (e.g. ESD system, firefighting and foam systems, etc.) are kept in good working condition by liaising with Maintenance and Operations departments on the timely execution of PM and CM activities.
Conduct frequent inspections and HSEQ audits of sites and departments. Evaluate the occupational health and safety protocols and processes for adequacy. Identify improvements and ensure audit findings are closed.
As Quality Management Representative, maintain and review the Terminal’s IMS (Integrated Management System) to ensure continual improvement and timely closure of internal and external ISO audit actions.
Monitor the Terminal’s monthly HSEQ target performance, maintain records and prepare HSEQ reports to Management.
Undertake any other HSEQ-related tasks as may be assigned by Management.
Assist in the identification HSEQ-related training needs for employees and develop and deliver training as the need arises.
Support departmental managers to maintain safe systems, providing advice, mentoring and practical support as and when required.
Advice the Management Team on implementation of Health and Safety systems and procedures to meet specific requirements such as Incident reporting and control of substances hazardous to health (COSHH) in a consistent and effective manner.
Investigate or assist departmental mangers to investigate the circumstances and causes of Incidents to identify root cause(s) and the vital steps to prevent recurrence.
Advise Management of the legal and regulatory requirements on Health, Safety and Environmental matters.
Instil safety awareness in conjunction with legal requirements to company employees.
Periodically review and update applicable legal requirements and conduct Quality (ISO) Management Review Meetings.
Advise the Management Team on HSEQ-related requirements, applicable standards and limits with regards to acceptance of product movement nominations.
Initiate the disposal of the Terminal’s hazardous wastes in compliance with legal and local authority requirements and regulations.
Participate in HAZOP evaluations and oversee the progress of HAZOP actions closure.
Participate and coordinate MARA studies and supervise action closure.
Liaise with local authorities to ensure the Terminal maintains all operational licenses and permits in full compliance with applicable regulatory requirements.
Plan and coordinate Emergency Drills, track actions arising from drill critiques.
Liaise with relevant local authorities and industry counterparts to coordinate joint emergency drills.
Conduct Risk Assessments and ensure implementation of control measures.
Ensure compliance with environmental regulations and permits.
Conduct periodic internal ISO audits as part of the Terminal’s ISO audit team.
Take ownership of the Terminal’s Management of Change (MOC) system and support departments in initiating and closing MOC’s.
Lead and drive Impala’s Contractor Management Framework, periodically conduct contractor off-site audits.
Support Procurement department in tender adjudications.
Periodically conduct Permit to Work audits of various Terminal activities.
Act as a champion for Impala’s Golden Rules of Safety through visible leadership and initiatives.
Knowledge, Skills And Abilities

University degree in Engineering from a recognized University. Having professional qualifications in HSEQ preferred.

Qualified and experienced on internal and external HSE and ISO audits.

10-year experience in petrochemical industry as Safety officer/ manager.

Minimum 5-year experience in a HSE managerial / supervisory position.

Knowledge of safety rules and regulations, codes, industry and international standards in addition to local authorities’ requirements.

Hold a valid UAE driving License.

Knowledge and consistent record of delivery of Health and Safety Management System in an oil and gas terminal.

Experience in Quality Management System standards (ISO 9001, 14001 and 45001) and certifications.

ISO Internal Auditor certification.

Incident Investigation and Root Cause Analysis certificates.
-
NEBOSH training certificate.
-
Knowledge of HSEQ, IMS, SAPS and all other terminal regulations and procedures.

Extensive knowledge on Health and Safety Management system strategies and best practices, including contractor management.

Attended First Aid, Fire and Safety Trainings.

Proven experience of successfully leading and motivating teams.

Proficiency in verbal and written communication.

Proficiency in MS Office applications.

Ability to work under pressure and outdoors.

Ability to solve problems, interpret complex issues and motivate others to work to the best of their abilities in the company.

Willing to work for extended hours as and when operationally required.

Ability to climb tanks and vessels without fear of heights!

Internal –
Department Managers, Operators, Technicians and all other Terminal staff.
External –
Consultants, Contractors, Legislation Departments, Dubai Civil Defense, EHS, PCFC and JAFZA departments. HSE Advisory bodies, ISO certification Bodies, Ministry of Health, and Police.
