Summary Objective
The purpose of this position is to ensure program policies and procedures comply with standards and regulations, manage training and outreach programs, lead discrimination complaint investigations and resolutions, and to supervise and evaluate personnel.
This class works under administrative supervision, developing and implementing programs within organizational policies and reports major activities to executive level administrators through conferences and reports.
ESSENTIAL FUNCTIONS
The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.
Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
Reviews program policies and procedures for effectiveness, compliance to standards and regulations and recommends changes.
Conducts training needs assessments and develops and conducts training programs.
Coordinate and manage diverse programs to ensure seamless operations and achievement of objectives.
Prepare and delivers reports on program operations and completes special projects.
Plans, schedules, and adjusts projects and work procedures to meet deadlines.
Reviews the work and reports of subordinates to ensure compliance with policies and procedures and to ensure program objectives are achieved.
Oversee employee selection, training, and evaluation; handle disciplinary actions and resolve employment complaints and grievances for assigned staff.
Reviews and analyzes statements made by individuals and approves the drafting of a complaint or discrimination.
Supervises and conducts investigations of discrimination complaints to determine their validity and recommends solutions to resolve grievances and disputes.
Oversees the creation of probable cause letters and negotiated settlements in case of discrimination.
Supervises and engages in community outreach events and initiatives to foster positive relations and program awareness.
Supervises, oversees, and conducts investigations of complaints regarding discrimination in employment, housing, hate crimes and public accommodations.
Exercises supervision over subordinate personnel.
Performs related work.
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS
Bachelor’s degree in business or public administration, Communications, Industrial Relations, Pre-Law or related discipline.
Four (4) years of affirmative action, equal employment opportunity, analytical compliance, or investigation experience, including one year of supervisory experience or an equivalent combination of education, training, and experience.
OTHER MINIMUM REQUIREMENTS
Must possess and maintain a valid state driver’s license with an acceptable driving history.
PHYSICAL DEMANDS
Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.
Meets regular and punctual attendance standards and any special needs of the position as determined by management, including mandatory overtime and performing related work.
Travels to multiple locations to attend meetings and conduct field visits.
Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.
UNAVOIDABLE HAZARDS (WORK ENVIRONMENT)
Unavoidable hazards refer to the job conditions that may lead to injury or health hazards even though precautions have been taken.
