    Salary

    • Support Salary Scale Grade S10: $26.27 per hour; starting


    Under the Fair Labor and Standards Act this position is non-exempt from overtime. Actual salary placement will be in accordance with the salary procedures of the Frederick County Public School System. Please see linked salary scale for the full range.

    Position Overview

    Reporting to the Labor and Compliance Officer, through the Senior Manager of Employee Relations, the HR Associate I position will support the compliance screening process for newly hired candidates, contractors, and FCPS employees. This position will provide support in a variety of areas including but not limited to unemployment verifications, verifications of employment, compliance with 6-113.2, employee onboarding, and labor and compliance functions.

    Essential Functions

    • Administer the system-wide pre-employment fingerprinting, I-9 employment verification activities, and employee badging. This function includes but is not limited to: arranging fingerprinting services with the vendor, ensuring appropriate disclosure forms are completed, verifying employment eligibility through provided documents, and completing the employer verification sections.
    • Perform the compliance screening process for newly hired candidates. This function includes but is not limited to screening through the following sources: state and national clearinghouse databases, Maryland Judiciary Case Search, and state and national sex offender registries.
    • Serve as the liaison with the unemployment vendor to provide reconciliation for invoice and supplemental employment information relative to claims.
    • Responds to inquiries, conducts interviews and research, and provides a recommendation concerning individual's background details included on the Maryland and FBI fingerprint results.
    • Support the reconciliation process of the required 6-113 forms for hired candidates as well as completion of 6-113 forms for former employees.
    • Participates in the administration of employment compensation claims. Serves as a liaison to the service company responsible for administering the unemployment compensation program.
    • Maintain electronic HR files relating to correspondence, personnel records, forms and related information.
    • Assists with employee relations functions including employee reviews, discipline, and documentation.
    • Attends meetings representing the Department of Human Resources in matters relating to employee onboarding and compliance.

    Required Qualifications

    Education/Training/Experience

    • High school diploma or GED.
    • Two (2) years of experience in human resources.

    Preferred Qualifications

    Education/Training/Experience

    • Associates' degree or higher in business, human resources, compliance-related field, or a closely related field.
    • Four (4) years of experience in human resources.
    • Experience in a public education K-12 setting.
