Human Resource Director

Human Resource Director – Full time, Monday – Friday. Seeking a strategic, experienced, and hands-on Human Resources Director to lead and manage HR operations across our multi-state affordable housing portfolio. The ideal candidate will oversee employee relations, compliance, talent management, compensation and organizational culture while effectively partnering with our external HR platform, ADP TotalSource. This role requires an adaptable leader who can operate in a fast-paced, compliance-heavy environment and support both corporate and site-based staff.

Key Responsibilities

HR Strategy & Leadership

  • Develop and implement HR initiatives aligned with company goals, values, and regulatory requirements
  • Partner with senior leadership on workforce planning, culture initiatives, and organizational development
  • Serve as the key liaison between TISHCO and ADP TotalSource for payroll, benefits, compliance, and employee support

Employee Relations & Compliance

  • Lead investigations, conflict resolution, and performance improvement plans
  • Ensure adherence to federal, state, and local labor laws, including ADA, FMLA, EEO, OSHA, and HUD/RD-specific employment practices
  • Complete employment compliance filings and manage documents (EEO-1, OSHA, I-9, etc.)

Recruitment, Onboarding & Training

  • Oversee recruitment strategies to attract and retain top talent across properties and departments
  • Manage onboarding and orientation programs for new hires
  • Oversee the coordination of manager and staff training on compliance, Fair Housing, performance management, and company policies

Benefits & HR Operations

  • Administer benefits and serve as point of contact for benefits administration
  • Complete bi-weekly payroll process including reports such as GL, review, submit and monitor payroll submissions, leaves of absence, and HRIS accuracy
  • Analyze HR data and trends to inform decision-making

Qualifications

  • Bachelor’s degree in Human Resources, Business Administration, or related field
  • 6–10 years of HR experience, with at least 3–5 years in an HR leadership role
  • Experience working with a PEO, preferably ADP TotalSource
  • SHRM-CP, SHRM-SCP, or PHR/SPHR certification preferred
  • Strong knowledge of multi-state employment laws and HR best practices
  • Excellent interpersonal, organizational, and communication skills
  • Ability to travel occasionally to sites across multiple states
