Job Purpose:
Under general direction of the President, the Human Resource Director provides vision, strategic direction and leadership of a comprehensive Human Resources program to include recruitment, selection and hiring, classification and compensation, employee relations, benefits administration, payroll, and training and development. Serves as the College’s EEO/ Affirmative Action Officer and ADA Compliance Officer.
Job Functions:

Serves as chief advisor to college leadership and management on all Employee Relations matters to include disciplinary and performance related issues. Conducts investigations regarding alleged incidents, employee complaints, grievance issues and sensitive issues. Works with College leadership in the development of written correspondence related to employee relations matters and facilitates the disciplinary process. Works directly with legal counsel, as necessary, to resolve/facilitate ER matters in the best interest of the agency. Attends mediations, grievance hearings, unemployment hearings and other engagements related to ER issues

Leads and administers the College’s delegated human resource classification and compensation program (HEEAPA) of the college. Ensures compliance with agency policy and procedure and the DSHR’s Human Resource Regulations. Works closely with leadership and departmental college management to ensure that staffing needs are met. Recommends salaries and ensures initial salary actions are compliant with applicable guidelines. Counsels and provides guidance in the interpretation of state and local policies and procedures related to classification and compensation. Responsible for all related employee correspondence and ensuring that proper documentation is established for personnel records. Ensures job descriptions are kept up to date. Develops annual college Employee Pay plan.

Plans, directs and leads a comprehensive college wide recruitment and selection program for Technical College of the Lowcountry. Provides leadership in the development and execution of effective human resource hiring practices to ensure compliance with SBTCE and college policy and procedures, state and federal laws and the SC Department of Administration’s Division of State Human Resources Regulations (DSHR)

Leads and directs a comprehensive benefits administration program for the College. Ensures that the College’s employee benefit programs are administered in keeping with the guidelines of the Employee Insurance program, the SC Retirement Systems, SC Deferred Compensation program, etc. Ensures Employee Performance Management System (EPMS) and Faculty Performance Management Systems (FPMS) program are properly administered.

Responsible for the HR/Payroll administrative system. Serves as the data custodian and ensures the timely entry of data, the appropriateness of the data entered, and the integrity of the data maintained. Develops, reviews, and revises Human Resource and Payroll policies and procedures to ensure compliance with state and federal compliance. Manage college’s records to ensure compliance with the Public records Act.

Lead the development and delivery of a comprehensive employee training and development/advancement program for Technical College of the Lowcountry. Conducts periodic needs assessments and plans annual and long-range developmental activities. Develops annual training plan. Schedules, develops and delivers training and development programs for college employees.

Responsible for the development and maintenance of college policies and procedures in accordance with the SBTCE system policies and procedures. Ensures that college policies and procedures are updated accordingly as state and federal laws and DSHR Human Resource regulations.

Provide other HR related duties, responsibilities and assignments as required.
