The Human Resource Manager is responsible for the management of the Human Resources Team in day-to-day operations related to and including hiring, compensation, labor relations, benefits, training, performance appraisals, counseling Team Members, and Team Member services. The Human Resource Manager provides guidance with work related problems, policy interpretation, Team Member development, conflict resolution, orientation, communication programs, Team Member building, and achievement of department moral standards in a proactive approach.


DUTIES AND RESPONSIBILITIES:

1. Plan, organize, and monitor all activities of the department, and participate in developing department goals, objectives, and systems.
2. Promote a clean, safe, healthy, and friendly work environment for all Team Members and Guests; report and direct safety issues to the Safety Specialist and/or Safety Committee.
3. Promote and embrace Eagle Mountain Casinos culture, values, and philosophies.
4. Identify applicable legal requirements and applicable reporting regulations affecting human resources functions and ensure policies, procedures, and reporting are in compliance; maintain knowledge of the Compact, regulations, laws, ordinances, policies, and procedures.
5. Responsible for evaluating, training, and motivating the Human Resources Department Team Members.
6. Work closely with management and Team Members to improve work relationships, build moral, increase productivity and retention, and continue improving programs, policies, and practices with communicating/meeting with Team Members.
7. Overall responsibility for maintaining and monitoring personnel files on current and former Team Members, including Team Member files in Eagle Mountain Casinos HRIS system.
8. Assist the Director of Human Resource in development and implementation all Human Resource and Eagle Mountain Casinos policies, and prepare and maintain the Team Member Handbook.
9. Communicate with all levels of management and supervisors regarding company policies and procedures, and making sure policies and procedures are applied consistently, equitably, and in accordance with all applicable laws and regulations.
10. Coordinate with Human Resource Team Members in recruiting, training, performance reviews, promotions, transfers, safety, unlawful harassment, unemployment claims, benefits, and workmans compensation.
11. Coordinate with Human Resource Team Members, ensuring development and maintenance comply with applicable state, federal and other pertinent agencies.
12. Coordinate with Human Resource Team Member Relations Coordinator in Team Member events as scheduled throughout the year.
13. Assist the Team Member Relations Team and management in employment relations matters, including the ability to conduct interview and investigations, research practices, follow up, and reviews of corrective actions and separations of employment.
14. Develop and maintain position descriptions for all Human Resources, including coordination with the Recruiting Coordinator and department heads for all Eagle
Mountain Casinos job descriptions on a reoccurring time line, but not later than an annual review and update.
15. Monitor departmental budget with Human Resources Team Members, and communicate with the Director of Human Resource ensuring the department is functioning within the boundaries of the departments budget.
16. Coordinate with Human Resources Training Coordinator in training and development of personnel including an orientation program, internal training curriculum, and/or Tribal Member mentor program.
17. Analyze wage and salary reports, and routine and specialized HRIS reports as requested by the Director or Human Resource.
18. Create, implement, communicate, and monitor Human Resources goals, objectives, and direction.
19. Oversee the analysis, maintenance, and communication of records required by law or local governing bodies, or other departments in the organization.
20. Maintain appropriate staffing levels in the department by interviewing, selecting, and training, scheduling, evaluating, promoting, disciplining, and terminating Team Members, as needed.
21. Ensures the Tule River Indian Preference Policy is followed in recruitment and promotions.
22. Maintain strict confidentiality in all duties and responsibilities.
23. Attend required meetings, trainings, and attend trainings to maintain personal development in the Human Resource Department.
24. Represent the Human Resource Department in the absence of the Director of Human Resource.
25. All other departmental duties assigned by the Director of Human Resource.

QUALIFICATIONS AND REQUIREMENTS:
1. Bachelors degree and five years of comprehensive Human Resources administration experience at an increasingly complex level, or six to ten years related experience and/or training, or equivalent combination of education and experience.
2. Familiarity with state and federal safety requirements and regulations.
3. Excellent written and verbal communication, and excellent presentation skills.
4. Must be able to analyze and interpret the most complex documents.
5. Must be able to respond effectively to the most sensitive inquiries or complaints.
6. Ability to define problems, collect data, establish facts, and draw conclusions.
7. Ability to interpret an extensive variety of technical instructions in mathematical or diagram, and deal with several abstract or concrete variables.
8. Must be able to conduct seminars and training sessions.
9. Must demonstrate proficiency in Microsoft Office Suite including Word, Excel, Outlook, and Power Point. Publisher preferred.
10. Ability to speak, read, and write in English. Spanish preferred.
11. Possess a valid California Drivers License, and be insured through the Casinos insurance carrier.
12. Must be able to obtain and retain a gaming license through the Tule River Tribe Gaming Commission.
